Early childhood education and care workforce is subject, but also the key to improve the quality of preschool education. After the 1980s, the early childhood education and care workforce specialization has been concerned widespreadly around the world. The people of the world consider that the quality of early childhood education and care workforce professional development related to the quality of preschool education closely and the quality of pre-school education also indicates that the results of early childhood development. Therefore, in order to maximize the promotion of early childhood development and learning, and to promote the professional development of the early childhood education and care workforce is extremely important. In this context, to promote the professional development of the early childhood education and care workforce regarded as the main strategy to enhance the quality of pre-school education. Many countries have started to reform the country’s early childhood education and care workforce.At this point, Australia is no exception. In order to promote the early childhood education and care workforce specialization, the Australian government has taken a series of measures to recruit a sufficient number of new teachers and retain experienced, qualified incumbent teachers and help them to achieve national quality standards requirement.Early Years Workforce Strategy is a new development strategy for the early childhood education and care workforce on the basis of Investing in the Early Years—A National Early Childhood Development Strategy, which is eager to improve the professional level staff to improve the quality of early education early childhood education, in order to all the Australian children can be get the best start in life to create a better future by 2020. Although this strategy made not long, but its some strategies of being looking and native have been got recognition of domestic and international.With our government increasing emphasis on the development of early education and care of children, strengthening the professional construction of the early childhood education and care workforces has become an important task in our country. However, the construction of the early childhood education and care workforce currently in many areas also has problems, and there is a certain gap compared with developed countries.For this reason, Early Years Workforce Strategy in the conduct of this article will be summarized, trying to find and attract suitable experience for development of the early childhood education and care workforce in Chinese.Based on the method of comparative study, this study does in-depth analysis on the Australian Early Years Workforce Strategy to study and draw lessons from Australian experience on development of early education and care.Part one mainly elaborates the reason for selecting topic of the research, defined and analysed the core concepts, and established thought and method of the research based on the overview and analysis of the research status home and abroad. Part two deeply analyses the theoretical basis and the international and domestic background of the Early Years Workforce Strategy,which basing on a great deal of documents. Part three presents the content system of the Early Years Workforce Strategy, and elaborates and describes the strategic goals, cooperation mechanisms and five major areas of development.Part four states mainly analyzes the implementation of the Early Years Workforce Strategy, from the development of the early childhood education and care workforce guidance outline, the establishment of teacher-child ratios and regulatory standards of the early childhood education and care workforce, training support funding relief program in three areas to implementation the strategy, and describes the effect of the implementation of the strategy:the increasing of early childhood education staff levels, the increasing of the number of the early childhood education and care workforce and the increasing of the early childhood education and care workforce of professional identity. Part five summarizes the Early Years Workforce Strategy, the value characteristics and content characteristics.Part six of the end result of this study, based on the status quo of Chinese pre-school teachers, learning from the experience and characteristics of the Early Years Workforce Strategy and put forward some useful recommendations.
