Higher education in western countries has achieved rapid development in the past twocenturies. China has developed many basic education policies since the founding of ourcountry. In May4,1998, the former President Jiang Zemin proclaimed to the world in the100th Annual celebrated meeting of Peking University:" In order to achieve modernization,China must possess a number of first-class universities of the world’s advanced level." This isknown as the decision of the "985Project". The science and technology activities areimportant activities in universities as well as the main function of research universities. Toexamine colleges’ developmental level, especially the level of research abilities, it isnecessary to assess their science and technology activities. The science and technologyactivities in985colleges are critical to building world-class universities. To examine theeffect of the "985Project", it is necessary to assess the science and technology activities in985colleges.We can assess985colleges’ research capabilities through the analysis and evaluation ofthe science and technology activities in985colleges. As for the "985Project", we can notonly provide policy recommendations to improve the effect of the "985Project", but also canpromote science and technology innovation in985colleges through the analysis andevaluation of the science and technology activities in985colleges. There is a lack of theeffectiveness research of the "985Project" policy in current academic research. And there isalso a lack of the analysis and evaluation of the science and technology activities of certaintype of schools or colleges. And we can hardly find the research of impacts of nationaleducation policies on science and technology activities in colleges, not to say the research ofthe impacts of the "985Project" policy on science and technology activities in colleges.Therefore, the research of the impacts of the "985Project" policy on science and technologyactivities in colleges has practical significance and theoretical significance.The first chapter introduces the background and significance of the research, currentresearch in and abroad, research objectives, research methods and ideas. The second chapteris an overview of the basic concepts and theoretical issues. The third chapter is the empiricalanalysis (including achievements and problems) of the impacts of the "985Project" policy onthe science and technology activities in colleges through the comparison of the science andtechnology activities in985colleges and in non-985colleges. The fourth chapter is a case analysis of the impacts of the "985Project" policy on science and technology activities in985colleges. The fifth chapter introduces the experience of the impacts of foreign major highereducation policies on science and technology activities in colleges. The sixth chapter proposescountermeasures to increase the effect of the major higher education policies.
