"System is more important than technology".The key to developing science and technology is to construct a incentive system to scientific and technological innovation,and the fundamental is to formulate and implement high-quality policies for scientific and technological talents.In this way,the talents?enthusiasm and creativity can be mobilized,then form a vivid situation of scientific and technological talents promote scientific and technological development and the development bring up scientific and technological talents conversely.Therefore,this thesis makes an assess of science and technology talents policy in the 60 years of New China(1949-2009),aiming to sum up the experience and lessons,and provide valuable reference for the formulation and implementation of science and technology talents policy in contemporary China.This thesis first makes a qualitative analysis of the characteristics of human resources and the institutional arrangement of scientific and technological talents from the perspective of resources,and then makes a macro-historical analysis of the evolution of scientific and technological talents policy under different economic systems in the past 60 years.Based on the policy text,the analysis of policy of scientific and technological talents is carried out from the four dimensions —— policy quantity,policy issuing institution,policy object appellation and policy system.Based on the statistical analysis,this dissertation makes a qualitative and quantitative comparative analysis of the policy performance of science and technology talents in different historical stages.Finally,the internal logic of the continuous improvement of the policy performance of science and technology talents is discussed with the help of Alan Smith's SSP paradigm theory.The full text is divided into seven chapters.The first chapter is the introduction,which elaborates the reason and significance of the topic,defines the relevant concepts and scope of research,summarizes the current research status of science and technology talent policy,and introduces the research ideas,research methods and research value of this thesis.The second chapter is this article argument foundation.This article mainly examines the evolution of China's science and technology talent policy from the perspective of economics,that is,from the perspective of talent resources,it analyses the significance of promoting the development of science and technology talent policy and China's modernization,and on this basis,puts forward systematic institutional arrangements for science and technology talent policy.The third chapter mainly combs the macro-history of the science and technology talent policy in the past 60 years.Firstly,it traces back to the history of China's science and technology talent policy;secondly,it divides the change of China's science and technology talent policy into three stages with the important node of economic system reform,i.e.the planned economic system stage,the exploration stage of economic system and the market-oriented transformation stage of economic system;finally,the evolution process of science and technology talent policy in three stages is sorted out in detail.Chapter IV,Chapter V and Chapter VI are the key parts of this thesis.Chapter IV is mainly based on the text of the policy to carry out phased statistics and analysis of science and technology talent policy at different stages.The dimensions of statistical analysis are four aspects: the number of policies,policy issuing agencies,the appellation of policy objects and policy system.On this basis,the characteristics of the evolution of science and technology talent policy at different stages are summarized.The fifth chapter combines the descriptive analysis with the empirical analysis,and makes a preliminary comparison of the policy performance of science and technology talents in different stages.The descriptive analysis is based on official statistics,mainly including the number of scientific and technological talents,the proportion of foreign students to returned students,R&D funds and intensity,patent authorization,thesis output,the number of achievements and the added value of new products.The empirical analysis is based on the contribution rate of scientific and technological progress as an indicator of the policy performance of scientific and technological talents.The results of descriptive analysis and empirical analysis show that the performance of China's science and technology talent policy has been continuously improved.Chapter Six is based on the previous two chapters,drawing on Allan A.Schmid's SSP paradigm theory,i.e.the "situation-structure-performance" analysis framework,to explore the internal logic of the continuous improvement of the performance of China's science and technology talent policy.Firstly,the SSP paradigm theory is summarized;secondly,the applicability of SSP paradigm in this study and the three elements of SSP paradigm are explained,and the basic framework of performance analysis of science and technology talents policy under SSP paradigm is preliminarily designed;thirdly,the situation,structure and policy benefits of science and technology talents policy are analyzed concretely to summarize science and technology talents.The relationship between the structural evolution of talent policy and the improvement of policy performance is discussed.Finally,on the basis of the above analysis,the internal logic of the continuous improvement of policy performance of science and technology talents is discussed.The research shows that the corresponding rules of the "situation-structure-performance" function of scientific and technological personnel policy are based on the matching degree between structure and situation.In three stages,the continuous improvement of the matching degree between structure and situation of scientific and technological personnel policy is the direct reason for the continuous improvement of the performance of scientific and technological policy,and there are two main reasons for the continuous improvement of the matching degree between structure and situation.That is,the application of "beyond ideology",the marketization of the management mode of scientific and technological talents.As the end of this thesis,the author summarizes the research in Chapter 7,and further explores the relationship between science and technology talent policy and economic system.This thesis holds that the evolution of science and technology talent policy is closely related to the evolution of economic system.The national economic system determines the development and evolution of China's science and technology talent policy from a macro perspective.The transformation of economic system is the fundamental reason for the transformation of the paradigm of science and technology talent management system.In addition,the development of science and technology talent policy also has its own laws.It is important for the stability of science and technology talent policy to explore the development law of science and technology talent policy which is not affected by external environment(such as political system,economic system,etc.).In addition,this thesis holds that respecting the market,respecting the market and promoting the marketization of scientific and technological talents is an important principle to be followed in the future policy development of scientific and technological talents,and should not be restrained by the traditional planned economy thought or influenced by the new planned economy thought.
