The power of science and technology in the era of knowledge economy hasgrown increasingly apparent, which largely determines a country’s economic strength.College is often seen as the major force of technological innovation and plays anindispensable role in the development of scientific and technological achievements.An annual output of numerous high quality scientific achievements, academic papersand patents from colleges, is contributing significantly to the improvement of ourcountry’s science, technology and economic strength. The college has also becomethe backbone to carrying out the strategy of science and technology innovation andthe national policy of developing the country through science and education, and hasmade great contribution to transforming China into an innovation-oriented country.However on the other hand, although much of the scientific output in colleges hasalready reached an international level, its conversion to actual productivity has notbeen proficiently performed, with a rate of roughly around15%--far lower than40%,the average level in developed countries. Starting from a classification of historicaldocuments and theoretical research, this thesis sorts out the related research resultsand the significance of the transformation of scientific and technologicalachievements, enumerates the present achievements of scientific and technologicalresearches, and looks into the deficiencies in the transformation of scientific researchoutput. The thesis then clarifies the common mode of scientific achievementstransformation within the scope of the "985-project universities", and performs anempirical analysis of the selected―985universities‖on the basis of influencingfactors, as well as foreign successful examples of scientific achievementstransformation. The thesis utilizes the data of32out of39China’s "985project"universities, to execute an evaluation and analysis of the transformational efficiencyof scientific and technological achievements of "985university" with non-parametricDEA method. The thesis, on the basis of former discussions, verifies regionaleconomic and financial development degree and education investment factors withthe panel Tobit model, probes into their influences on the transformational efficiency of scientific and technological achievements in China’s "985universities". Empiricalanalysis results show that the GDP, FDI per capita, and other economic indicators aresignificantly influential on the transformation of scientific and technologicalachievements, which shows the importance of economy for the transformation. Thefinancial development degree and industrial structure, represented by householdsavings ratio to GDP and the tertiary industry output value ratio to all industrialoutput, is significantly effective in regional range as well nationwide, and illustratesthe importance of financial development. The average scientific career and educationexpenditures do not contribute so much to the transformation, but relevant experienceand documents do not deny their importance. In the end, combined with theories,cases and empirical analysis results, the thesis gives corresponding advice topolicy-making.
