To implement the "Long-term Education Reform and Development Plan", theState Council promulgated the "Opinions on the current development of pre-schooleducation"(referred to as " The Ten Countries") requires the preparation of the countyas a unit, Three-year Action Plan for Preschool, three National totaling newconstruction, renovation and expansion of the nursery of more than90,000, the newKindergarten bit more than500ten thousand. To achieve these development goals andmeet the needs of people eager to receive pre-school education, to expand andimprove education enrollment rate is not only the size, but more importantly is toprovide quality education, the core and the key to its security, is a kindergartenteacher teams and quality.Taking Gansu province as an example, this study used questionnaires,interviewsand document analysis and other research methods, from the number of kindergartenteachers supplement,supplement channels,access conditions,complementary policymechanisms and the specific circumstances of supplementary staff, study theThree-year Action Plan for Preschool since the implementation of the relevantcircumstances preschool teachers supplement, the study found:First, a serious shortage of preschool teachers supplement, single supplementchannel;Second, school enrollment conditions are too high, less enroll index;Third, the teachers equipped with the lack of security policy, establishment hasnot yet been approved;Fourth, preschool teachers training system is not sound;Fifth, complement personnel "highly educated, low professional" problemsoutstanding;Sixth, supplement personnel vocational adaptation in poor condition,there aredeviations in professional concepts and behavior.Based on the analysis of the reasons for the problems, this study on how toreasonably and effectively supplement preschool teachers made specific suggestions: First, check and ratify the kindergarten teachers establishment standard, forpersonnel agency system;Second, reduce the preschool teachers recruitment conditions,additionalrecruitment post;Third,policy for addressing the preschool education teachers, establish andimprove the preschool teachers supplement mechanism;Fourth, widen the channel of the complement, perfect training training system toensure the quantity and quality preschool teachers;Fifth, clear legal status and raise wages of kindergarten teachers.
