With the further deepening of universities logistics’ socialization reform,property management services by the universities are gradually shifting from thetraditional management model to the new property management service model ofsocialization, standardization, and professionalization. How to build a managedservice platform in the new property management service model, to improve servicelevels and quality of service, and therefore to improve the harmony of theuniversities’ social, economic and environmental benefits, remains an important issuefor universities.Based on a systematic literature review home and abroad, this paper firstintroduces briefly the present property management status, problems and causes ofdomestic universities, and then introduces the property management patterns offoreign universities and how significantly they work as references for universitymanagement in China. Furthermore, taken Huaqiao University as an example, withreference to the theory of property rights and the new public management theory, thecase of one-university-two-campuses that applies different property managementservice models in different campuses has been studied and analyzed. It is pointed outthat the old campus in Quanzhou City basically followed the traditional pattern ofproperty management services, while in the new campus of Xiamen City, the propertymanagement service model is mangagement socialized. Through the summarizationand analysis of the pros and cons, the advantages and disadvantages and the existingproblems in the practice of property management services reform, it is revealed thatseveral issues exist in the property management services platform of the old campusof Huaqiao University, such as the unclear distinction between management andpractices, the irrational workforce structure, the unstandardization of labor outside theemployment system, the funding shortage for property management, and thedispersion of property services functions.Such as the relative lack of investment inmanagement and services, considerable property management services’ staff mobility, proactive service awareness needing to be strengthened, and socialized propertymanagement services regulatory issues needing to be improved, problems exist in theproperty management services platform in the new Xiamen campus.On the basis ofcase studies, this paper proposes a new idea of the construction of propertymanagement services platform in universities, and proposes an overall plan for theoptimization and completion of the platform.This paper is composed in a hope toprovide references for further study of property management services for otherscholars and for the reform and innovation of other universities’ propertymanagement.
