Large stadiums are integral to urban development public project,as well as animportant material foundation for public sport facilities and the development of physicaleducation.Thus the government is playing the indispensable role in itssupplies.However large-scale investment in construction of sports venues,highmaintenance costs and long payback period,huge investment and consumption are oftenmade in the stadium runs into “the Montreal trap”later.The management ofcommonweal stadiums has become a worldwide problem.Plenty of idle sports venues has caused great waste of resources.The reason is thatmaintenance issues of massive sports facilities in Chongqing have many problem,suchas inadequate funding,unction backwardness and management system and so on.It isunable to meet the people’s the demand of sport,professional training needs and marketoperation and management.Specially in the12th Olympic games,the Chongqingsynthesis result place is23,the total medal number is12,places6in the westernarea,falls behind in Sichuan,Xinjiang,Shanxi provinces (governs from area) and so on.The essence is that,first,the sports facility public welfare efficiency is low;Second,the venue management structure and market economy system conflicts. Apartfrom the sports personnel training question and seizes the golden project fewquestions,it is important factor is that stadiums of Commonweal and managementmodels on how to implement reforms,innovation and coordination.The problem is that:in addition to the problem in cultivating sports talents and the gold project,the moreimportant factor is that public welfare and management model is closely related toreform.Therefore,probing Chongqing stadium management innovation and path toreform as hard as moving the Earth to find points,to study this issue with practicalguidance,and more importantly have a theoretical innovation.The paper embarks by Chongqing’s large-scale sports facility management andoperation question,Based on the public goods theory, property rights theory andstakeholder theory, to analyze the stadium Museum of the operation and management ofthe feasibility, subjects and objects, and so on,parse the management key elements andthe setback.We conducted a questionnaire survey and investigative interviews of largestadiums in Chongqing, to analyze and defragment the data,and learn from the success of the PPP management experience,exploratory put forward two kinds of operation andmanagement way to Chongqing Olympic sports center.Finally we got the followingconclusions:①Improving the management and operation present situation of thelarge-scale sports facility in Chongqing is the responsibility and righteousness which thegovernment department cannot be shirked.②Using PPP mode to realize capitaloperation and asset management of the stadium in Chongqing,which is the inevitableway to break through the predicament.③In the following the principle of PPP, proposedthe key factor of the capital management asset management, namely,the managementsubject, management object,management rights, management carrier and environmentalmanagement.Combined with actual situation of Chongqing Olympic Sports Center,designed the mode of asset management and capital operation in PPP.
