Research On Management And Operation Pattern Of Middle & Large-size Public Stadiums And Gyms

The article adopts documentary material method, visiting- experts method, logical analysis method, practically inspecting method ,and so on , to analyze synthetically the management and operation pattern of public stadiums and gyms in our country and discuss the development of public stadiums and gyms from administrated and operated assets to managing and operating assets. And it sets forth the reform in the property-right system of public stadiums and gyms, governmental administration functions and macroscopic regulation and control policy, and analyze the elements of affecting public stadiums and gyms' management and operation in marketing economy. In view of the thought for foreign stadiums and gyms' management, the management and operation pattern of public stadiums and gyms in our country is divided into two types: state administrated operated pattern and state private-running pattern.The results show: the reform in public stadiums and gyms' property-right system should carry on effective separation between ownership and operating rights. For that, the reform of governmental administration should improve flow and arrangement of public stadiums and gyms' source. We can adopt the pattern of "government investment—enterprise management" to reorient government functions from direct administration to macroscopic regulation and control. The management and operation pattern of public stadiums and gyms varies from administrated system to administrated and public combination system, from unitary concentration pattern to concentration or dispersion pattern, which introduces marketing system to public stadiums and gyms' management and operation. State private-running pattern will be the trend ,which make the responsibility and rights clear, effectively reduce the cost and improve the efficiency of public stadiums and gyms.
