In order to ensure the12th national games successfully held in2013in Liaoning province,as the main venue of Shenyang, it repair and build a large number of new stadiums, butlarge-scale sports stadiums usually tend to be built to hold events. It produces many problemsabout management and administration by lacking of the overall consideration of managementand administration and some other factors after events. Building and running the large sportsstadiums not only waste the precious resources of country but also become a heavy burden of thegovernment for v the government for putting large amounts of money without rewards, andcontinuously invest huge costs to maintain the stadiums’ survival, leaving many large publicstadium is not only a waste of the valuable the country. Under such background, it has a certainpractical significance to explore the ideal management model of Shenyang public sportsstadiums.This paper carries on the research on5representative large public sports stadiums, such asShenyang Olympic Sports Center by documentation methods, expert interview method,questionnaire survey method, data statisticFirst of all, it defines the large public sports stadiums At the same time, It also gives thedefinition of management and administration of the large public sports stadiums academicallyand makes clear a dual characteristic of public welfare and profit-making of large public sportsstadiums.Secondly, it analyses the situation of management and administration from the facilities,management project, open situation, membership, stadiums equipment maintenance, service,organization structure, development of intangible assets and the value of state-owned assetsmanagement in part the results of the study and analysis. There exits some problems:misunderstanding the fitness market division and membership, improving on the quality ofservice, improving on management level, lacking of management talents; backward system offacility operation and management, Intangible assets development unsatisfactory, the difficultiesin mixing the economic and social benefits. Solutions are put forward according to exist:subdividing the fitness market in Shenyang and adopting different marketing strategy, makingefforts to promote stadiums’ service quality, making use of the talents’ advantages, perfecting thesystem of choosing and employing persons bringing in the talents, eliminating system obstaclesactively, carrying on the system reform, connecting with well-known enterprises, exploring intangible assets, increasing the capital accumulation in order to balance public welfare andprofit-making of sports stadiums.Finally, saluting the own problems in development of large public sports stadiums inShenyang contributed to the mass sports development in the conclusions and recommendationsand presents some advice on making a work plan of large public sports stadiums in advance withsupport in policy given by government and establishing stadiums alliance’s.
