In the21st century, China is experiencing double transformation of economicconstruction and social life. The rise of civil society has injected a needle "tonic " into thesocial transformation, which made a government-led social structure pattern is graduallychanging to the citizen-based type. International non-governmental organizations, as animportant part of "civil society", actively participated in global governance, and cooperatedwith China in areas of education, technology and other aspects. Colleges and universities, as agathering place of talents has become the target object of international NGOs’ cooperation.With the deepening of China’s universities reform and promulgation of “Long-term EducationReform and Development Plan (2010-2020)”, strengthening international exchanges andcooperation, introduction of high-quality educational resources and improving the level ofcross-border exchanges and cooperation " became the university reform policy developmentgoals. On the May4th,2012, the Ministry of Education and the Ministry of Finance jointlydeveloped a plan of “Higher innovative capacity building programs”, and pointed moreclearly that “vigorously promote the depth of cooperation with foreign universities researchinstitutions " and " active outside the United Nations innovative strength, effective andinnovative elements gather resources, build a new model of collaborative innovation, theformation of a new collaborative innovation advantage.” Based on this background, manypolicy makers and academics researchers considered the INGO as an alternative choice to thereform of the institutional structures and incentives, and hope that many difficulties ofuniversities reform by introducing cooperation of INGO. In this paper, I try to explore thecooperation between INGO and universities. Through empirical investigation on thecooperation between DAAD and Chinese universities and contrast with other countries,problems of cooperation between INGO and universities in our country will be identified,influence factors of their cooperation will be further analyzed, at the same time, the road ofthe partnership of INGO and our universities will be present.This paper is divided into four chapters, the first chapter is the introduction. It mainlyexplains the research background, practical significance, theoretical significance and the tostatus at home and abroad in the aspects of INGO ’s rise from the origin, the concept features,cooperation with universities. Meanwhile, this chapter describes the methodology and the main content of this paper, and combing relative theory of “market/government failuretheory”,“the theory of public services” and “collaborative innovation theory”.The second chapter of the German Academic Exchange Service (DAAD) and the plightof the status quo analysis in cooperation with Chinese universities. DAAD after theintroduction of the general situation, by contrast passed by the DAAD and the United States,France, India and China university cooperation projects and funding numbers, etc., andbased on combing DAAD university cooperation with the historical development of thesituation in China and major projects above, analysis of the legal difficulties of DAADcooperation with universities, institutional difficulties, financial difficulties, talent and trustdilemma.The third chapter of the paper is the analysis of the international NGOs partnerships withChinese universities. According to the plight of Chapter II of the survey responses, fromsupport to promote and hinder the pros and cons of the two major aspects of stripping,detailed analysis of the environmental factors that affect international INGO partnerships withChinese universities, institutional environmental factors, environmental factors and socialfactors of the organization itself.The fourth chapter is the path of non-governmental organizations and universities toachieve good cooperation between the surveys. Plight of INGO in cooperation with Chineseuniversities correspond to previously set forth in Chapter II, and both positive and negativefactors affecting the relationship between the two analyzed in Chapter III, on the promotion ofgovernment, universities and international NGOs INGO in cooperation with Chineseuniversities improved path.
