At present, along with the deepening reforming and opening up, and the constantly expanding foreign exchanges in China, especially after China has formally entered the WTO, the INGO is developing rapidly in China. The INGO has more and more influenced to the Chinese social life and government decision-making. However, under the influence of the law, policy, society, operation and other factors, the INGO’s survival is always facing all kinds of problems in China. Therefore, this thesis is trying to do a case study about the four kinds of the survival modes of the INGO that commercial organization mode, legal organization mode, project mode and illegal entry mode and trying to study the process and result of the game between the INGO in China and the Chinese Government under these four modes. On this basis, this thesis is doing further researches of the practical survival problems of INGO in China-social demand and support, legality, operating resources and government management.Eventually, it is believed in the thesis that, the INGO is recently depending on the demands of market operation and government management to strive for living space in China. Although it has huge demands on INGO’s service, the Chinese government still sticks to some bottom lines when it negotiates with the INGO. The reason is the Chinese government does not get to know enough about how much advantages the INGO will take after it undertakes the government business after they coming into China. That is why both sides are carrying out a series of game. This game produced not only benefits in short-term but also unhealthy effects in long-term. In the future, along with the progress of the related system and mechanism, particularly after the INGO in China be channeled into legal management category, the survival modes of the INGO will experience a process of specification development. Finally, this thesis tries to raise some ideas of how to improve the living condition of the INGO’s in China from two aspects that the INGO development and the management of non governmental organizations.
