At present, China is in a stage of social transformation, along with the high-speed economic development at the same time, the social values are facing severe challenges, especially the impact on the national culture. Public etiquette is people in public places need to abide by the code of conduct and guidelines, is to improve the social civilization, improve the basic requirements of interpersonal harmony. Public etiquette reflect social morality, is the fundamental Chinese etiquette culture, and is also the national key to existence and development. In the construction of socialist spiritual civilization, the public etiquette education is the most basic way to improve the national literacy. For primary school students should learn to complete the etiquette not only, but also to strengthen to the attention of the public manners. The good public behavior habit since childhood, improve personal accomplishment, quality and build good national image.This article to improve primary school public etiquette education as the research opportunity, with elementary etiquette schools are teaching materials for the study of the carrier, through the integrated use of content analysis and literature research to the current primary school public etiquette education content for an in-depth theoretical exploration. The study is mainly divided into six parts:The first part is the primary public etiquette education significance and theoretical basis of comb. Public etiquette education is to promote social ethics form the basis of quality, public etiquette education is the basic carrier of establish good habits, public etiquette education is an important symbol of perfecting personal image, the main theoretical basis for quality education theory and education theory. The essence of quality education is to guide students to form the national quality, public etiquette education is to implement quality education, the most basic way to develop national literacy. Form the focus of education lies in cultivating students’ good behavior habit since childhood, this theory is the basis of the methodology of guide pupils practice public manners, and good public behavior.The second part is about o’clock textbooks of elementary etiquette public etiquette content analysis of the theory. Including:primary public manners content thin and places of public entertainment etiquette to be added; Primary school public etiquette education ignored, on the brink of etiquette education position; Primary school of public manners is not perfect, has the loophole of textbook compilation technology; Primary public manners connotation is incomplete, the lack of a national etiquette culture heritage.The fifth part is about the present situation of public etiquette education in the teaching material for primary school etiquette reason analysis. The current elementary etiquette education for school education also enough, public etiquette education is impossible. Research mainly on the connotation of the public etiquette, public etiquette, elementary etiquette teaching materials, and the national etiquette culture. On the basis of above comprehensive analysis, put forward the basic measures and Suggestions to perfect the public primary school etiquette education.
