Research On The Current Situation And Improvement Countermeasures Of Research Fund Management In X University

With the proposal of the national 14 th five year plan,China urgently needs scientific and technological innovation than at any time in history,which is also the inevitable requirement of China’s innovation driven development strategy and the improvement of the national innovation system.Under the guidance of major national demand,colleges and universities,as the main force of national scientific research,have received a significant increase in national scientific and technological R & D investment.It has become an important task for the development of colleges and universities in the new era to implement the guiding spirit of national scientific research funds and formulate scientific research funds management methods in line with the current management environment.As a national double first-class university,under the current management mode,X university needs to constantly try and explore in accordance with the national guiding spirit and in combination with its own actual development.This not only plays an important role in promoting the development of scientific research in X university and implementing the national "14th five year plan" strategic plan,but also has reference significance for improving the management efficiency of similar research institutions.This paper selects X University as the research object.Based on the principal-agent theory,performance evaluation theory,internal control theory and comprehensive budget theory,it first analyzes the overall situation of the current domestic scientific research funds,defines the relevant concepts of scientific research funds,and summarizes the relevant domestic and foreign scientific research funds management literature and relevant experience of scientific research funds management.Through the analysis of the evolution of the national scientific research fund management policy,the evolution of the scientific research fund policy of X university and the current situation of the scientific research fund management,this paper preliminarily obtains the contradictions existing in the current scientific research fund management,and analyzes the significant factors from the relevant contradictory factors by issuing questionnaires to the teachers,students and scientific research fund managers of X university.Based on the significant related factors and in combination with the main links of scientific research fund management,we carried out investigation and interview,deeply analyzed the significant contradictions and internal causes reflected in the current management,and put forward policy suggestions on the scientific research fund management of X university.This paper finds that the five significant related factors that mainly affect the management of scientific research funds in X universities are information factors,budget factors,performance factors,policy publicity factors and fund implementation norms.All factors reflect that the current management methods of scientific research funds of X university do not adapt to the actual development,the collaborative efficiency of scientific research financial informatization construction is low,the current nonscientific research affairs of scientific researchers are cumbersome,and the prominent contradictions of frequent fund implementation and conclusion audit problems.The internal reasons are that the fund management system construction,scientific research fund management informatization,X university service function and X university supervision efficiency need to be improved.In view of the current problems and reasons,this paper puts forward policy suggestions,mainly from the three aspects of reform concept,policy implementation and system coordination,systematically improves the scientific research fund management system of X University,effectively reduces the transactional burden of scientific researchers,comprehensively optimizes the management of indirect scientific research funds,and establishes a supervision mechanism for scientific research funds.Through various measures to improve the efficiency of the use of scientific research funds,and further improve the governance efficiency of colleges and universities.Finally,with the rapid development of China’s scientific and technological progress and fund management mode,the connotation of the national scientific research fund management policy and the scientific research fund management method of X university are constantly enriched and improved.At that time,the analysis based on the macro environment and the analysis of the management documents of X University will lack timeliness,and the actual problems should be further analyzed according to the specific problems.
