The world’s developed countries in higher education, such as American and Britain all attaches great importance to teachers’development. At the same time, in our country the popularization of higher education cause the quality of colleges and universities teaching declining. So the teaching problem of college teachers, especially the teaching development of young teachers in Colleges and universities now concern to all social. Compare to key universities and colleges the development of young teachers teaching in normal Colleges and universities have its particularity. Therefore, this paper mainly research5local universities young teacher teaching development in Hunan Province. Come to conclusion that in the individual level, local university young teachers’professional knowledge is insufficient, teaching theory is not rich, and lack of the awareness of responsibility of teaching, teaching ability etc.. At the school level, School has exist the problem of lack teaching attention to teaching, training insufficient, training effect is not obvious, and the teachers’teaching development projects not implemented etc.. So we analyze the reason of these problems from those two aspects. As for teachers, subjectively speaking their insufficient teaching development is due to self-development, self learning and reflection is not enough.Objectively speaking is due to various pressures and constraints which lead to teacher cannot devote themselves to teachers, and also because of the special period of teacher occupation development cause the teacher teaching development very hard develop to the next level. To the school, the insufficient of teaching development the school is mainly because the school has not formed the "teaching centered" school atmosphere, At the same time, the school funding, school management system defects led to the school is not play a good role in promoting teaching development. Therefore, in order to change the present of our country university young teacher teaching situation we should learn foreign experience, learn how to establish teacher education and development center,let the teaching center provide advisory services and activities. For local colleges and universities should more to clear the school its mission, build a reasonable compensation and evaluation mechanism. As such, young teachers in Colleges and universities can get substantial teaching development.
