At present, although our country’s higher education has obtained certain development under the big mergers, merger wave in colleges and universities, this kind of extensive growth has reached the "bottleneck" line, the differences on professions, disciplines, types and the overall level are becominng more and more serious among regions, even colleges and universities. Some areas only pursue the expansion of the scale and structure, ignore the improvement of quality. This not-comprehensive development model not only damages the educational equity, wastes the educational resources, but also harms social stability. The latest document,named "Long-term educational reform and the outline of development plan in China", promulgated by the state council in2010. Which proposed to explore collaboration and reformation actively among the regional higher education, establish cross-regional educational cooperation mechanism, encourage cooperation in running colleges. Those will overcome the current predicament in the development of higher education, pursue that common development named synergistic effect among the regional higher education. So, evaluating the collaborative development level of the regional higher education in current context, analyzing the level’s trends and characteristics,further exploring the influences between collaborative development level and the comprehensive level of higher education, has practical significance on promoting the collaborative development level of the regional higher education in China.This paper starts from the perspective of System Theory and Synergetics, defines the concept of coordinated and common development of the Regional Higher Education, evaluates the complex systems’s collaborative development with the time series data from2003to2011, including the subsystems of scale and structure, quality development, and benefit output. The following conclusions rely on the discussion of results:First,the coordinated and common development level of the Regional Higher Education can be divided into three categories:moderate synergistic, low degree synergistic and low degree not-coordination. Second, the coordination and orderly development of quality subsystem plays decisive role in the cooperative development state of the whole Higher Eeducation system. In fact, that’s the coordinated and orderly development of three order parameters of quality subsystem, which are the stable development ability of Higher Eeducation, the level of internationalization and high quality structure of teacher resources,plays a key role. So we should be enhance the focus on the coordinated and orderly development of the quality order parameters. In addition, by quantitative study of the relationship of the higher education cooperative development level which impact on the comprehensive development,using Linear Regression Analysis Method in Econometrics.We have the conclusion that in the communities of cooperative development, cooperative development level of regional higher education has a significant positive effect on the comprehensive development level; in the communities which are not cooperative development, there are highly negative correlation, or not relationship.Finally, by the analysis of the results, we can conclude that regional division and cooperation will facilitate the coordinated and orderly development of the quality order parameters obviously,then promote the coordinated and common development level of the Regional Higher Education; Changing the management function of Government in the field of Higher Education, can optimize the comprehensive level of Higher Education; The fiscal policies of Government, which is incentive, compensatory of the interests, promote the deepening of cooperation relations among the Regional, then promote the coordinated and common development level of the region, and synergy can drive the comprehensive level of Higher Education. At the same time, the author of this article put forward some feasible policy suggestions from two aspects of University, government respectively.
