Educational evaluation has been an important project in the reform of development ofour national education, which drawn people’s attention since1980s. Like all the reforms,the implementation of this New Curriculum of Basic English Education was in somedegree impeded at the very beginning because of the pervious teaching assessment. Thereformers and the people who have the power of discourse are always in conflict.This thesis starts with the analysis of our national and educational situation insecondary schools at present, the relevant international experience and strategies in foreignlanguage teaching assessments. I took part in the research of Five-year Plan and also taughtas an exchange teacher in Essex, UK for a year. I sincerely hope I can seek for a workableassessment system of the New Curriculum Reform.Teaching assessment plays a significant role in English teaching course. Englishteaching assessment, which is based on the aims and requests of the course standard,should implement its effective power over the whole process of teaching chaining.This thesis states the possible efficiency of an assessment system of New CurriculumEnglish Teaching on the basis of the teaching theory and practice, hoping for all-roundimplementation of the New Basic Curriculum.This thesis would cover the theories and practice at home and abroad and analyze theresearch of the educational assessments in our school. We can make the reform of the NewCurriculum of Basic English Education a success only if we deal with the relationshipbetween teaching and evaluation well.
