Scientific appraisal system is an important guarantee to achieve the goal of the course, the rational use of evaluation results can improve the teaching efficiency and teaching effect effectively. The evaluation of English curriculum should be according to the aims and principles of Course Standard, implement of effective monitoring to the teaching process and result. "English curriculum standard"(experiment draft) issued by China 2001 pointed out: "The evaluation is an important part in English teaching." Therefore, the reform of evaluation system of English subject should be an important part of the curriculum reform.The traditional academic evaluation is based on scores, it cannot reflect the teaching process fully, it is not obvious to promote the teaching process. It is an important part of teaching research to obtain the comprehensive evaluation results. Under this background, is put forward by Jinshan District Education Bureau in 2012, six primary schools made certain progress in the practice, the Basic Literacy Overall Evaluation is implemented fully in Chinese, English and Maths of primary schools in 2014.On the basis of the theories of teaching evaluation in pedagogy and the academic evaluation of the current situation of domestic and international students, we summed up the concept and theoretical system of Basic Literacy Overall Evaluation on Primary School Students English. Summarizing the practical experience of the author’s primary school. Take, for example, the English of Grade Four, this paper discusses the concept, the objectives of implementation, principles, contents and methods of Basic Literacy Overall Evaluation on Primary School Students English and analyzed the rationality and the existing problems of Basic Literacy Overall Evaluation on Primary School Students English.The thesis falls into five parts:The first part introduces the background of Basic Literacy Overall Evaluation on Primary School Students English. The form of education transformation from examination oriented education to quality education, summarized the present situation of quality education, the rationale and problems of Basic Literacy Overall Evaluation on Primary School Students English.The second part expounds the concept of Basic Literacy Overall Evaluation on Primary School Students English. And then introduce the content, principles and methods of Basic Literacy Overall Evaluation on Primary School Students English.The third part, introduces the implementation of Basic Literacy Overall Evaluation on Primary School Students English. Descrips the implementation process of knowledge and skills, interests and habits and comprehensive practice detaily, statistical analysis of the results of the assessment and the specific application of the related results.The fourth part, introduces the effect of Basic Literacy Overall Evaluation on Primary School Students English. Determines the effective results through the questionnaire survey method and interview method. And discusses the rationality of evaluation and problems in depth.The fifth part, the author summarizes the research results obtained. At the same time, put forward the research point of follow-up and provide the perspective for the further study of Basic Literacy Overall Evaluation on Primary School Students English.
