Creation is the highest level and the ultimate goal of education. On one hand, from the pedagogical perspective, the promotion of human creativity development has become a goal of the pursuit of modern university education; on the other hand, with the knowledge economy, information society and revolutionary development of modern science and technology, on21century puts forward new requirements for engineering and technical talents. How to stimulate creativity and develop engineering talent has become an important issue facing universities today.Although the study of creativity has had a long history, but with the new situation and research on specific areas of creative engineering talents under no uniform definition such as what is the meaning of creative engineering talents?What about is its internal structure and its manifestations and how is it embodied? How to better measure and evaluate engineering talent creativity? The above problems are becoming increasingly urgent for the college of engineering talent nurturing creativity, but most of the current researches lack relevant study.Based on the above concerns, this study reviewed the basis of previous studies on creativity, combining engineering talent special attributes and boldly put up the connotation of engineering talent creativity, with which engineering talent, an individual or team who has owned technology or engineering background knowledge of an individual or team under certain engineering resource restraints, olves problems on the basis of produce depending on its personality, motivation and with existing knowledge and information as well as a novel and unique ability.Three dimensions are proposed to simultaneously describe creative engineering talents, namely creative knowledge, creative skills, and creative personality. And on this basis, this study developed a tool for the measurement of engineering talent creativity scale. And ultimately some policy recommendations are proposed on the training and development of engineering talent creativity from the national policy level, the school level, as well as a personal level, respectively.Creative engineer training is a systematic project. Understanding the meaning and structure of engineering talent creativity, helps to improve engineering talent creativity. Results of this study not only provides a theoretical basis for the college to better cultivate engineering talent creativity, but also has practical significance.
