Russian higher education has a unique education system with a long history. The education system has an advantage of world-class scientists and scholars in physics, electronic information, aerospace and other fields, enjoying an international reputation. Therefore, study of Russian master’s level talent training has important practical significance.In this paper, we choose the technical master of Bauman Moscow State Technical Universities as the main research object, and the effects’ evaluation of the reform as the main contents, in the form of teaching plans carding and questionnaires, to build a gray comprehensive evaluation model for quantitative calculation in order to fully evaluate the effect of the reform of the engineering type in school’s Master’s level training. Firstly, this paper analyzed the relevant research status at home and abroad, and defined the Masters, train type concepts, teaching plans. Secondly, take Russia Bauman University for instance, through qualitative and quantitative prospects to describe and analyze the status of master-level training in engineering. Moreover, establish the evaluation index system through expert investigation, which is based on the basic principle of the gray model applicability. Then make a detailed description of the process of building Grey Comprehensive Evaluation Model. Finally, make proposals to ensure the reform effectiveness according to the gray model in four areas: the optimization of the curriculum, enhancing the operational capacity, ensuring personnel output and improving the social cognition level of students and teachers. T he entire study was completed.
