With the continuous development of Internet technology and the concept of learning, personalizedlearning, independent study, scenario-based learning and other new learning concept is gradually soughtafter by people. Mobile Internet-based mobile learning breaking the traditional learning conditions,enabling anytime, anywhere learning. In particular, can take advantage of life time learning debrisfragments characteristic of self-learning and learning scenarios provide support, the moment is becoming apopular way of learning, but also for personalized learning provides a good choice. Mobile learning ismostly under the guidance of teachers lack the conditions to complete independence from the learner in aprocess, learners construct knowledge of the mobile terminal device to obtain information. But the networkinformation in different ways, learners need to have good information gathering, processing, evaluationand other capabilities in order to extract valuable information from the vast network of library andinformation correct and efficient completion of the construction of knowledge. Thus, good informationliteracy in the learning process of learners move is particularly important. But domestic research oninformation literacy remained mostly at the theoretical level, the lack of appropriate training measures.With the development of mobile Internet, mobile learning research is gradually deepening of mobilelearning mode, so the design and development of the system were explored. But in the developmentprocess of mobile learning systems are mostly concerned about the implementation technology, the lack ofappropriate theoretical guidance. For mobile learners information literacy training insufficient attention tothe lack of appropriate training for mobile learners information literacy learning platform.Educational Technology Perspective article, the use of inquiry-based learning theory Big6themedesign and analysis of the research process based on Android mobile learning system. Through literatureresearch methods, analyzes the current concept of mobile learning, strengths, trends and supportingtheoretical and technical foundation of mobile learning. In order to carry out the design and developmentof mobile learning system, in contrast to the current mainstream after three mobile operating systems,select the Android as a development platform. Meanwhile some of the technical analysis underlying systemarchitecture of Android, Android development, including the four major components, UI layout, data analysis and so on. Then by way of a questionnaire, a preliminary understanding of the current status ofmobile information literacy learners and related theories BIG6mode on this basis, the design of a theme-based inquiry learning BIG6learners develop information literacy online mobile learning System Model.Finally, using the method of software engineering, from feasibility analysis, requirements analysis,detailed design, development implementation, testing four complete system build, and a detaileddescription of the build process. Finally, the outcome of this study and the work still to be done aredescribed.This article will introduce the design of educational technology theory and research mobile learningsystem, by constructing theoretical models and techniques to explore the practical aspects related to the useof theoretical guidance Big6mode mobile learning system development process, to enhance theapplicability of mobile learning system and mobile learners information literacy has been activelyexplored.
