Economic globalization is a double-edged sword for the team-building of qualified human resource. On one hand it drives faster development, and on the other hand it brings a serie of challenges from internationalization. To achieve better performance on this respect, some efforts should be made. New conception with respect to the construction of qualified human resource should be set up. A modernized mechanism of human resource market should be established and further promoted, in order to provide a higher-level management and service. It is suggested that the legalization and standardization relating to the team-building of qualified human resource should be further strengthened. The degree of informationization and the scale of operation should be promoted, and the sense of human resource security should be built. Emphasizing in the integration with overseas market of human resource, seizing opportunities to learn the advanced idea, experience and technology from the developed countries, aiming at promoting the domestic human resource market driven by the overseas market.In this dissertation, the research is conducted from the analysis of current demand and cultivation of human resource in Mengzhou of Henan, based on the impact of regional economic environment on the team-building of qualified human resource. The research object selected in this paper is Mengzhou, which is regarded as the benchmark of the economic extroversion of Henan province. Empirical research method is applied in this paper, combining the qualitative analysis and quantitative analysis, static analysis and dynamic analysis. Proposals are put forward in regard to the current situation and future development of the human resource in Mengzhou. Considering the current situation of the economic and social development in Mengzhou, the specificity of human resource revealing from the perspective of county territory should be put emphasis, and moreover, a range of valuable experience should be explored on this basis, serving to promote a broader development regarding to the team-building of qualified human resource.
