Deepen education reform is an important task in today’s society, and the high-quality teachers is the key to reform. Thus, rising professionalism of teachers, has been the target of schools and education administration, and many education systems design-oriented to teachers have a motivation that promote teachers’ professional development. The design of the primary and secondary school teachers’ title system in our country is no exception.As one of the main content of the teacher management system, through the assessment of teachers’ professional title and duty of the appointment, it makes every teacher clear their status of professional, political, economic and their professional development goals in their units. With the developing of our national economic and social system, it has experienced numerous changes and financially established the appointment system that try to break the life-long tenure in1986,abandoning the tenure system of the Plan Economy Period.Experienced a series of specific policies changed in Review and employment separation or unification, the TTS has become a strong impetus for primary and secondary school teachers’ professional development, and promote the reform and development of teaching in primary and secondary education. However, with the new problems appearing such as the teachers’ age of medium-grade professional title has become younger,the improvement of teachers’ education background, excellent teachers concentrated in the city and the change of Position structure system, make it has become an new topic urgent need to research that if the current teachers’ title system of primary and secondary school is also promoting teachers’professional development. Therefore, the author in this paper try to use lots of research methods (such as literature method, interview method, questionnaire investigation and statistics, etc.) to conduct a survey about the TTS of Jin-hua city.The author comes to the problems existing in the current,after analyzing the findings, and puts forward some relevant suggestions. This paper is divided into five parts:the first chapter is to study the causes of the selected topic, research methods, and the present situation of research on teachers’ title system at home and abroad. The second chapter is some related theories of the teachers’ title system are introduced, mainly including internal structure, function orientation, etc. The third chapter mainly describes the changes of title system in China, and it can understand the changes of teachers’ title system and the trends in the future. The fourth part is through the statistics data analysis the current problems which the elementary school teachers’ title system, including policy lag, review mechanism is controlled by government, the misguided accreditation criteria, the contradiction of the relationship between review and employment and the imperfect of after employment management system and so on. The fifth part, it is in view of the problems existing in Jinhua city primary school teachers’ title system put forward some relevant policies and practice suggestions and countermeasures. The sixth is conclusion.The TTS must adapt itself to the present mode of socialist market economic system, to solve the current school’s personnel system problems. Therefore, under the pressure of higher quality demands from governments, schools and families, the study of the existing elementary teachers’ title system about Jin-hua city, is not only a powerful guarantee for elementary teachers’ promotion prospect, but also for the effectiveness of school’s position resources.
