Education has played fundamental significance role in economic and socialdevelopment of our country, public primary and secondary school education is animportant part of the whole education, Primary and secondary school principal’s jobperformance level is an important factor affecting the quality of basic education. AtPresent, china use headmaster-in-charge system, The Principal played an importantrole in curriculum leadership, teaching and research, school management and so on.Therefore, studies of primary and secondary school principal topics emerged inendlessly. But in the current context of performance-related pay, primary andsecondary school principal job performance appraisal problem has not been a goodbreakthrough and solution. Therefore, to strengthen the performance wage systemunder the background of primary and secondary school principal performanceappraisal research, It has particularly important practical significance for the principalin leadership level, management level and the improvement of education quality ofprimary and secondary schools.In this paper, on the basis of literature review, By integrating use of questionnaireand interview method, went to some middle and primary school in nanchang gaoxindistrict to research some details of current performance appraisal situation, and foundthat the principal performance appraisal problems mainly include: Although theprincipal has certain examination but almost no associated with merit pay; The way ofprincipal performance evaluation scheme is single; Lack of pertinence and guidance;Work has no value of the principal and have no obvious effect for merit pay; bonusand welfare effect on the principal of performance-based pay is less; The principalperformance appraisal takes the summative assessment, ignoring normal examination;The principal performance appraisal play incentive effect is not obvious and so on.Further analysis and found that the main causes of these problems is that inertiaperform the principal management system in the past, lacking of innovation; Theprimary and secondary school principal performance appraisal system is not sound,thought not valuable; Primary and secondary school principal performance appraisalenforcement is not enough, lack of supervision measures; Performance appraisalsystem itself can’t occur obvious incentive factors; Performance appraisal to formalize,purpose is not strong; The assessment in the process of communication and feedback do not reach the designated position, etc.Furthermore, I think it over and think that it should base on the background ofthe performance-related pay, further strengthen and optimize the performanceevaluation of primary and secondary schools, thus effectively promote the transitionof the primary and secondary school principal function and role, To realize theprincipal’ idea and the innovation of management way, To improve management leveland education quality of teaching of primary and secondary schools. To this end, Isuggested, on the concept, primary and secondary school principal performanceappraisal should be linked to the performance salary, strengthen development andpeople-oriented, and insisted on some basic principles to further optimize theprincipal performance appraisal; On the operation, It should be guided by the conceptof performance results, around the student development, teachers’ growth, schoolreform, the teaching reform, the school image, the principal personal and so on, indexof six class to construct the principal performance appraisal index system, at the sametime, from the government and social, institutional, ideological level establish andimprove the operation scheme.
