Therefore, college military training organizers and managers pay full attention.Treating military training management status as a starting point, putting perspective on education management practices, Referencing to public management theory, this article will analyze the problems and shortcomings of college military training management at present, propose solving orientation and countermeasures. To truly realize the military training’"defense function" and "education function", we must innovative thinking ideas, improve the working mechanism, to promote the scientific development of military training. In addition to update course content, reflect humanistic care in teaching arrangements and Innovate teaching forms, course content innovation, reflected in the curriculum in formally innovative thinking outside, but also we should make efforts to improve military training management.And then, it will analyze and discuss a kind of more scientific and practical college military training management model, which is "One body-Two wings" model. In this model, college students are treated as the core, national defense instructors and counselors are treated as important supporters. Furthermore, this essay will analyze this model, and further analyze the advantages of it, the actual work to the military application of the model and the effect for enhancing the military significance. The author believes that balancing students’ self-consciousness and compulsiveness、teaching and learning as well as the relation between management cost and benefit when applying the military training management model of "One body-Two wings". The ties should be strengthened with national defense student training sections, and the building of instructor team is supposed to be reinforced. The management、teaching and instruction of the students should be enhanced, to teach them how to deal with the contradiction between self-consciousness and compulsiveness、democracy and centralism、individuality and universality. The aim is to achieve the maximum management benefit at the minimum management cost, thus to highlight the military training functions of national defense and education.
