Research On The Resources Integration And Development Of Public Sport Stadium In Hubei Province

Public stadiums and gymnasiums are important material foundation to provide public sports services and develop sports undertakings. They are of great significance to intensify the function of cities, promote nationwide fitness and improve people’s well-being. In recent years, with the rapid development of our economy, continuous improvement of people’s living standards and prospering of cultural undertakings, the conflict between rapid demand for sports and lack of public sports resources become even more prominent, thus rendering the integration of stadium resources and effective development an important task. On Strengthening the Operation Management Reform of Large-scale Stadium to Upgrade the Public Service Level jointly printed and distributed by General Administration of Sports of China and eight ministries and commissions such as National Development and Reform Commission has further defined the need to improve operation management ability and public service level of large-scale stadium, contributing to speed up the construction of public sports service system.Since Hubei province is a pilot province to carry out the stadium reform by General Administration of Sports of China, the research makes Hubei the place of research, uses the data of8public stadiums to analyze the status quo of public stadium resources in Hubei province, with the method of documentation and expert interviews. By using Data Envelopment Analysis, we analyze the data of the survey, combine and develop the related resources and analyze them. The major research and conclusion are as follows:1、Through method of documentation and expert interviews, there exists problems in management mechanism and institution, operation conditions and methods through analysis of the nature and factors concerning public stadiums, which is a prevalent problem facing all our public stadiums. To be more specific, in operating development level, because of the limitation of operating conditions, market development and competition ability is relatively low; In the aspect of human resource, operation management of talents is not reasonable allocated; Internal working mechanism is inflexible and management is low efficient.2、Based on the research and analysis of the sports stadium resource development both at home and abroad, it can be seen that at present, under the background of overall economic transformation and upgrading, in order to develop into full the function of sports stadiums and gymnasiums in all aspects of, we must do well in operations management, improve management level so that the sports stadium can truly become an energetic capital for sports industry.3、Through the DEA analysis of eight public stadiums and gymnasiums in Hubei province, it can be concluded that the utility of part of the public sports stadium resource is in a good condition of stability in economies of scale. However, one must also clearly see the problems like the lack of some public stadiums, the bottleneck problem of the personnel system and limitation of regulation institution in Hubei province as the pilot to promote stadium reform by General Administration of Sports during the process of promoting the service system of public stadiums and sports.
