One of the important problems Chinese education system faces during urbanization is tobalance the development of fine art education in urban and rural primary schools. Theprogress of urbanization requires appropriate policy, funds, information and technology, butshould also be supported by a developed education system and high quality human resources.The widened gap between rural and urban fine art education was a result of urban-centriceconomic, political and cultural policy. This becomes a structural problem which seriouslyaffects fine art education in rural primary schools, and will ultimately affect the entireeducation system in the process of urbanization. The balance of education refers to that everychild should enjoy equal rights, opportunities and conditions to learn. It includes the balanceof the standards of education, allocation of resources, the quality of teaching, the teachingresults and several other aspects.The thesis starts with the problems that exists in the balanced development progress offine art education in rural and urban primary schools, including teaching conditions, teacherresources, teaching modes, etc. Based on the problems, the thesis investigates and analysesthe dilemmas that faced the fine art education in these schools and comes up with thecountermeasures to balance the development of fine art education in urban and rural primaryschools. The countermeasures includes the combination of introducing talents and improvingteachers’ quality; integrating fine art education resources to strengthen rural school fine arteducation; focusing on rural schools, encouraging innovative policies and increasing theinvestment on rural schools fine art education. These countermeasures will provide strongpolicy protection for balancing the fine art education in urban and rural primary schools andprovide fine art education and talents for the healthy, sustainable development ofurbanization.
