Ethics education policy is that public education sector should follow the moral values andethical norms during education policy practice, for the purpose of adjusting educationalinterests and moral relationship among members of society. Ethics education policy carry on thewhole education policy practice, which have to reflect the mainstream values, to embody thecharacteristics of the education policy, to take the socio-economic development and individualdevelopment of students, to have application in education policy practice. Ethics educationpolicy is the product of the subjective to the objective. Examining the country’s educationpolicy environment, it’s not hard to find that there were different ethical value choices indifferent historical periods. In the early days of foundation, education policy was served fornation-building and masses of workers and peasants. During the period of Cultural Revolution,education policy was serving for politics. After reform and opening up, education policy upholdthe "efficiency and fairness" principle. Then after the Fourth Plenary Session of the Sixteenth,proposal of building a "harmonious society" influence the education policy be both fair andefficient. Compared with other ethics, ethics education policy has the features including historic,objectivity, subjectivity and people oriented. Research on ethics education policy can beconducive to meet the realistic education ethical demands, to regulate the behavior ofeducational policymakers, to increase the moral needs of education policy, and final to attainthe basic demand of education equity and social justice.Since reform and opening, with the socialist market economic system graduallyestablished, the interest structure of all sectors of society has undergone tremendous changes.Meanwhile, people attach more and more importance to education. The development ofeducation is also thriving, but public satisfaction about ethics education policy did not followup. Conversely, contradiction between the needs of the people of educational resources andeducation policy is increasingly sharpening. Its root problem is not only the lack of educationalresources, but also education policy ethical bias. Embodied in deviating the public educationinterests in the content, missing justice in the procedure, being not reasonable in theimplementation and lacking of ethical awareness and ethical norms with policymakers. Thereasons are comprised of attaching importance to efficiency and despising value in policy idea,replacing social value with elite value in policy value, one-sided understanding the interests ofpublic education in policy objective, paying attention to substantial justice and making light ofprocedural justice in policy procedure, valuing facto environment and despising valuableenvironment in policy environment, thinking highly of facto standard and neglecting values. Thence, remedying ethics education policy bias should strengthen public welfare and socialresponsibility of education policy, establish the ethical choice both fairness and efficiency ofeducation policies, make sure the ethical responsibility of policymakers. Simultaneously, theethics education policy should impel procedural justice of education policy, emphasis on theeducation policy value of environmental, raise the status of value standard in the assessment ofeducation policy. So as to ensure justification and fairness of ethics education policy,furthermore get the endorsement and support of the public.
