Substitute teacher group is the result of China’s special historical period, with the development of substitute teachers in the country introduced a series of related policies. In recent years, the state adopted a " clearing—out " policy on the substitute teacher group. This also led to many problems, caused the intense attention from all sectors of society. Based on the review on problems of substitute teachers and clearing—out policy research in recent years, this paper preliminarily finds that there is a lack of protection to the substitute teacher group ethics, etc. Therefore, to provide a valuable perspective and new thinking from the angle of institutional ethics analysis and consideration of policies of substitute teachers will solve the problem of substitute teachers.For a long time, the national financial system is not balanced and personnel management system is not reasonable, etc. These reasons led to the emergence of substitute teachers and had continued to the present time. In this context, China’s policies of substitute teachers also present many problems like policy independence is not strong, poor stability, and so on. Above all, the situation of implementation of clearing policy is not optimistic. One side, the local policy implementation is not satisfied. On the other side, a lot of bad phenomenon caused strong dissatisfaction among the great attention in the society and the teachers. Facing the problems of this policy, it is necessary to reexamine the policy from the angle of institutional ethics. This is because the system ethics has its inherent superiority, such as humanity, equality and justice, etc. Policies of substitute teachers need institutional ethics spirit as the theory support and its system security.Based on the institutional ethics perspective, it is found that some problems such as policy formulation process opaque violates the principle of equality problem of removing substitute teacher policy. Therefore, it is necessary to build system of ethics policies of substitute teachers. While the shunt policy will be reasonable, positive transfer positive, dismissal compensation combination of three ways, in accordance with individual ethics spirit, give consideration to efficiency and fairness and other advantages of combining, become a effective mechanisms for substitute teacher problems. In the implementation of distribution policy, we must do that:improve the teacher’s quitting mechanism, explore the reasonable confirmation mode, etc.
