Alternative Teacher Certification of Career and Technical Education(CTE)is not onlyAmerican Career and Technical education reform of one of the most important movements, butalso the new exploration of Career and Technical Education Teacher Education Certification,which is contributing to American educational reform and development. As a non-traditionalmethods of teacher certification, Alternative Teacher Certification of CTE provides a newcertification route for non-teacher-training graduates, applicants with Bachelor’s degree andteaching experience to obtain Teacher qualifications, which includes teacher training,certifications and so on. From a global perspective, Alternative Teacher Certification of CTE hasformed a relatively complete, mature mechanism and gained successful experience in teachercertification practice. Therefore, it is of great reference value and practical significance toexplore the Alternative Teacher Certification of CTE system. This helps to construct newtraining mode and certification system about vocational Education teacher certification forpart-time teachers and non-normal class personnel in China.Alternative Teacher Certification of CTE is arising from the special social background inUnited States. Firstly, American Education has not yet formed a scientific, institutionalized CTEteacher certification system. Secondly, the act of 《Carl. D. Perkins Career and TechnicalEducation (2006)》and 《No Child Left Behind》 required the CTE teacher must comply withstandardized, rigorous standards and quality requirements. Thirdly, the traditional teachereducation can’t meet the American development requirements of different members, butAlternative Teacher Certification of CTE can meet the needs of different applicants.New Jersey is the first state to provide an Alternative Teacher Certification, and hasobtained success. So this paper analyzes the mechanism of Alternative Teacher Certification ofCTE from the certification requirements, certification procedures, certification standards, andsafeguard measures. The conclusions are as follows. From the view of certification conditions,there are experienced-based endorsements, degree-based endorsements using a baccalaureatedegree or higher, degree-based endorsements using an associate’s level degree. From the view ofcertification procedures, it includes applying certification requirements, passing Praxis test,passing Physiological and health test, studying Course: Introduction to the Teaching Profession--a24-hour Pre-service Program, filling the online applications Applicant Checklist. From theview of certification standard, it includes subject matter knowledge, human growth anddevelopment, diverse learners, instructional planning and strategies, assessment, learningenvironment, special needs, communication, collaboration and partnerships, professionaldevelopment, professional responsibility. To further exploring the mechanism of AlternativeTeacher Certification of CTE, this paper takes Brookdale Community College as a typical case,Although Alternative Teacher Certification of CTE has achieved some success in NewJersey, but it has a series of problems and faces much challenges. On one hand, AlternativeTeacher Certification of CTE broadens the sources of teachers, solves the problem of shortage of teachers, meets the diverse needs of teachers, attracts more men entering the teaching profession,breaks the monopoly of Education College, reflects the trend of democratization of teachers,upgrades CTE teachers ’ quality. On the other hand, There are some problems and challenges,including incompatible with the recruitment and selection, the insufficient implementationprocess, posing a challenge to teachers ’ professional concepts, inadequate funding.According to the research results, some strategies and recommends has been proposed forthe part-time teachers and non-normal class personnel in our country. Firstly, establishreasonable, standard and strict vocational certification requirements. Secondly, buildcomprehensive and scientific vocational teacher certification procedure. Last, build scientific,rational, systematic and workable vocational education teachers ’ professional standard.
