Comparative Analysis On Talent Competitiveness Of Hohhot, Baotou, And Ordos

Abstract/Summary:
With the development of economic globalization and regional economic integration,technology,knowledge,talentand other factors flow fleetly through a boost of knowledgeeconomy. The talents with high quality and advanced knowledge is a strong driving force foreconomic development of countries and regions. The talent play a supporting role in theeconomic development of countries and regions. Solid supporting of talent development is thekey to the sustained development power and competitiveness of countries and regions.Therefore, doing researches on regional competitiveness of talents is not only necessary but alsourgent.This study based on the literature review on the conception, criterion, type of the talents,and constructed the indicator-system of talent competitiveness evaluation, including3first-classindicators such as the talent resource competitiveness, talent quality competitiveness, talentenvironment competitiveness and talent resource quantity, talent resource quality, economiccontribution, technology contribution etc9secondary indicators, the per capita GDP, senior titlenumber etc36the third-class indicators. The paper also built an evaluation model for the talentcompetitiveness that consists of an evaluation indicator-system and the weight of the indicatorsconfirmed by methods Delphi and AHP. The paper determined the third-class indicators oftalent resources, talent effectiveness and the economic environment, living environment andcultural environment in talent environment by looking up the “China City Statistical Yearbook2013”,“Inner Mongolia Statistical Yearbook”,“Hohhot City Statistical Yearbook2013”,“Baotou City Statistical Yearbook2013”,“Erdos City Statistical Yearbook2013”and otheryearbook data and collected government documents of Hohhot, Baotou and Erdos about talentattraction, talent incentive, talent flow and system of talent property, deciding the third-classindicators gap of policy environment by levels. And then utilize the comprehensivecompetitiveness index method to calculate the human resources competitiveness index, talenteffectivenessindex, talent environment index and the talent competitivenesscomprehensive index. The comparison results showed that Hohhot ranks first in the talent resourcescompetitiveness index, Baotou ranks first in the talent effectivenessindex and talentenvironment index, Hohhot ranks first in the talent competitivenesscomprehensive index.According to the calculation results, the paper discussed the difference of talent resources, talenteffectiveness, and talent environment in Hohhot, Baotou and Erdos.The paper built the evaluation model for the talent competitiveness which can characterizethe size of city competitiveness. And it hopes to provide insights about the introduction,motivation, and construction work of talent.
