Study On The Strategy Of Enhancing Talent Competitiveness Of Hebei Province

With the globalization of economic development,the importance of talent is more and more prominent for regional development.As a typical populous province,the research of how to enhance the talent competitiveness and implement talent strategy to help local economic development has become a priority for Hebei.Based on this background,I select the current situation of talent competitiveness in Hebei province as the research perspective.Then I use the related theories of human resources with the methods of literature study and comparative analysis and select indexes which can reflect relative comprehensive talent competitiveness to build a suitable talent competitiveness evaluation index system,With a large number of official statistics from State Statistics Bureau,State Ministry of Human Resources and Social Security and Ministry of Human Resources and Social Security of Hebei,I compare each concrete index with calculation which can influence talent competitiveness of Hebei province with 30 provinces and cities in China,then set up SWOT model and find the deep cause of current talent situation of Hebei province.As to the various influence factors of talent competition,some measures can be put forward to enhance the talent competitiveness.At present,the research on talent competitiveness of scholars are mostly based on the competitiveness of a country,a city or a company with talent competitiveness as an important factor.However,there is little special research of talent competitiveness and the building of talent competitiveness evaluation index system is generally realized with qualitative analysis,which has little practical application.In this article,I use qualitative and quantitative research methods to build talent competitiveness evaluation index system for Hebei province and analyze the specific factors which influence talent competitiveness and apply the analysis results to the study of how to enhance talent competitiveness.The research method has strong practical sense.After analysis in the article,I find that talent competitiveness of Hebei province still has extensible improvement.In some specific indexes,Hebei ranks behind,even behind some remote provinces in western China.As a member of Bohai Rim,which is one of the three economic circles in China,Hebei need to be profoundly aware of the weakness of its own talent competitiveness and take talent strategy to lead the rapid development of economy.
