Since the reform and opening up, the higher education in our country comes withrapid development period. The funds from the government can’t meet the development ofcolleges, so universities started to explore the issue of establishing educationalfoundation to attract social funds to supplement school funding and China’s universityeducation foundation began to appear. After the development of20years, universityeducational foundation has gradually become an economic source to supportthe development of universities, which also brought some problems on management of thefoundation. The management includes fund efficiency in the use of self-construction, internalmanagement, endowments, foundations of social influence in the fund use and so on. Thus,how to introduce scientific management mechanism, how to realize scientificmanagement, how to achieve good development, how to establish a good socialimage have become a practical problem and worth exploring theoretically. Throughthe establishment of a sound performance evaluation index system, this paperattempts to introduce the performance evaluation method to improve the educationfund management level, credibility and acceptance, more to strengthen educationfoundation construction and make better use of higher education fund asthe supporting role of school development.Up to now, the present evaluation of the university education foundation adoptedthe evaluation indexes issued to all fund by the Ministry of Civil Affairs, mainlyassessing from the four aspects of basic conditions, fund governance, workperformance and social evaluation comprehensively. The Ministry of Civil Affairsand the Ministry of Education does not lay down evaluation standard specially forthe university education foundation. Some universities are trying to assess theperformance of their foundation, but most universities are lack of such evaluation.Therefore the introduction of performance evaluation is just a kind of exploration.This paper attempts to draw the non-profit organizations Balanced Scorecard modelmodified by Kaplan and Norton into the university education foundation evaluation.The modified Non-profit Organization Balanced Scorecard added another dimensionbased on the old4dimensions which are Service value, the cost of providingservice, authority support, learning and growth and internal process, a sixelement structure of the university education fund performance evaluation system.This paper will take fund management instead of the cost of providing the service, thus fund management can better reflect the cost providing service and efficiency toraise funds. Judge from learning and growth perspective instead of development ability,which examines the development ability of education fund. Take donor support inplace of authority support, which suit more in line with the actual situation.Finally this paper introduces new dimensions of organizational culture, which makethe university education fund performance evaluation more comprehensive. Based onthe Balanced Scorecard framework we design the index set of university educationfund performance evaluation. Then pick up the indexes by Delphi method. Finally wechoose27education fund performance evaluation indexes recognized highly byexperts and use analytic hierarchy process to calculate the weights of each evaluationindex, trying to provide more scientific basis conforming to actual situation for theperformance evaluation of university education foundation.
