Research On The Use And Management Of Scientific Research Funds In Universities

With carrying out major strategic decisions of strengthening capability of independent innovation and of building up innovative country which are proposed by the Party Central Committee and by the State Council, the expenditure on technical research and development of colleges and universities is increasing. Under the guidance of governments at all levels, the quantity and the level of technical research items undertaken by colleges and universities have been enhanced. An article named Another bumper year which was published on Science in 2012 pointed out that central government has invested 228.54 billion RMB in science technology, which was 12.4% more than the investment of last year. The investment in basic research was 32.45 billion RMB, with year -on-year growth of more than 26% and the investment in universities of 985 and 211 project was 24% more than that of last year. Spotlight of society on funds for science and research undertaken by colleges and universities is focusing with the increasing of the funds. How to manage scientifically the funds and to maximize the benefit of the funds become common concerns. Therefore, it is of great significant to analyze the existing problems of management of the funds and to explore effective strategies of management and application of the funds, combining with current management situation of the funds.In order to promote the standardization of management and scientization of application, governments at all levels, colleges and universities have achieved certain manage results through carrying out relevant management of the funds, enhancing the inspection and supervision for the funds and perfecting the internal mechanism. However, there are some problems in funds management under the influence of social institution and ideology. This paper explored existing problems in funds management and funds application through the investigation of teachers and administrative staff from ten colleges and universities of city C and through the combination of previous research achievements. This paper would be divided into six parts. The first part stated references and design of the research. The second part analyzed the relevant conception and theoretical foundation of funds management and application. The third part investigated the funds application of ten colleges and universities from city C which were selected as the sample, interviewed some people about application and management,quantized satisfaction degree and analyzed existing problems in the funds application and management. The forth part comprehensive analyzed the primary reasons which lead to those problems in the funds application and management. The fifth part analyzed the features to lay the foundation for proposing strategies of the funds management through referencing the management model of foreign colleges and universities. The last part put forward some suggestions and strategies to prefect the funds application and management according to the above analysis.In conclusion, there are some problems such as deficient transparency in the process of approval for the beginning of the scientific research, unreasonable financial budget, imperfect management in the process of the funds application, different reimbursement mechanism, imperfect performance appraising system, deficient embodiment in human capital value and so on in the funds application and management of colleges and universities of our country, owing to imperfect management mechanism, defective supervisory consciousness and imperfect management coordination mechanism. Through referencing the funds management experience of foreign countries and combining with practical problems in the funds management of our country, this paper suggested to perfect the funds management mechanism, perfect the budget management, complete internal supervisory mechanism, and to construct incentive mechanism for solving problems of the funds application and management, for improving the application efficiency, for constructing a solid foundation of innovative country, and for achieving the great rejuvenation of the Chinese nation, Chinese Dream.
