Research On The Management Of Scientific Research Funds In Beijing Universities

With the current development of China’s colleges and universities, scientific rese arch funds management of institutions of higher education have become a hot and difficult issue. The study on scientific research funds management has both theoretic al and practical value, especially in Beijing, as China’s political, technological and c ultural center, which has accumulated profound scientific research basis for a long t ime. Beijing municipal colleges and universities have been showing a good moment um in terms of scientific researchers, educational investment, scientific achievement s, and their transformations. Meanwhile, this paper will seek for new ideas and met hods to propose some matching suggestions on the unsolved problems of scientific research funds management. This will be done by specific study on municipal colleg es and universities, and comparing study on subordinate institutions.First, the related concepts of research funds and management will be defined, and the main content of research funds and management as well as the relevant the ories in this paper will be introduced.Secondly, Beijing University of Technology, Capital Normal University, and Chi na Agricultural University are chosen as research samples, and the situation of their scientific research funds management is analyzed. The main problems existing betw een Beijing municipal colleges and universities and subordinate Universities of Mini stry of Education will be analyzed with three procedures of funds application, use, a nd final settlement, according to the perspective coordinated management, enterprise financial management, and level-to-level management.Thirdly, some representative existing issues are found during the management b ase on the present situation research of last part. Moreover, these issues will be fur ther studied to seek out the roots and analyze the causes.Finally, the paper puts forward some countermeasures and suggestions to impro ve Beijing municipal colleges and universities research funds management, and thus d educing theoretically a more advanced dynamic management mode. By carrying it out among colleges and universities, the dynamic management pattern can promote the management efficiency and make the funds being used in the real scientific researc h development, so that the quality of scientific research in Beijing goes up to a high er level.
