"Three rural" issue includes agriculture, farmers and rural problems, which is one of the most important and critical problems in the process of building a well-off society and modernization in an all-round way in our country. The key to develop agriculture, make farmers rich, and achieve modernization is improving the quality of workers. And the improving the quality of workers can not do without education, especially the rural vocational education. The rural vocational education is an effective means of promoting scientific and cultural level and professional skill for the masses of rural laborers. In 2011, Zhou Shan was formally approved by the State Council to build Zhou Shan Archipelago New Area, which is the first national new district with the subject of marine economy in China. Around the construction of Zhou Shan Archipelago New Area, and insisting on serving marine economic construction as the center, Zhou Shan has made some achievements in the rural vocational education, and trained a large number of practical skilled talents for Zhou Shan. However, some negative factors restricting the development of Zhou Shan’s vocational education also gradually revealed, such as the grim situation of enrollment, lacking overall planning, low quality of teaching, lacking funds, shortage of teachers and imperfection of laws and regulations and so on. These above problems have the negative impact on the further development of Zhou Shan’s rural vocational education, and need to be solved timely.Applying comprehensively methods of document research, field investigation and comparative analysis, this thesis studies rural vocational education in Zhoushan through a large number of document readings and collecting data through investigation, analyzes the current situation and existed problems of rural vocational education’s development in Zhoushan. Through comparing the findings with advanced experiences from developed countries, it summarizes development experiences of foreign countries and offers relevant countermeasures and suggestions from eight perspectives.
