The Study Of The US Federal Legislation’s Influence On University Autonomy

University autonomy is an important characteristic of American university. American university won the autonomy from the colonial period when the first college established. In the process of the development of university autonomy, the most important is to solve some of the problems arising from different historical periods through legislation. The federal government was established two hundred years ago, and during this period, the higher education won a big development. In the game of the university with the federal government, although the university is sometimes in the upper hand, and sometimes at a disadvantage, the degree of American’s university autonomy is still higher than the same period of the university of other countries. This will provide an important reference to the autonomy of our country’s universities.This article used the literature method, historical method and comparison method to discuss and analyze the US federal legislation’s influence on university autonomy in each historical stage of America, coming to the experience of the United States federal legislation’s influence on university autonomy and enlightenment to our country’s university autonomy.This article will describe the influence on university autonomy in five parts. The first is the introduction--the study of the issues raised, the significance, definition, literature review and research specialties and research methods; Secondly, according to the time sequence, the influence is divided into four stages: the colonial period, from independence to the civil war, the civil war to world war ii, after world war ii. At every stage, I describe the background of federal legislation, the main content and its influence on university autonomy; Finally I summarized the experience of the United States federal legislation’s influence on university autonomy; Considering the present situation and the problems in the universities of our country, we concluded the enlightenment to our country’s university autonomy.
