With the rapid development of information technology, the network has gradually penetrated into everyone’s daily life. Online learning has become increasingly important informal learning method. With the rapid development of mobile computing technology, a new distance learning model appears——mobile learning. Because of the rapid development of the Internet and online education, e-learning have become important choice when learners self-learning today. How can learners to acquire knowledge both through the network via mobile terminals, meet the needs of learners in different conditions, it has become an important research topic to study.In this paper, e-learning based on PC port and mobile learning based on mobile terminals from the two aspects of the analysis, combined with e-learning on PC port and mobile learning, blended e-learning is studied. To “moive production" course as a case, blended e-learning system based on PC port and mobile terminals was realized. Firstly, in terms of the development of the Internet and online education introduces the research background, analyzing the research status of e-learning based on PC port and mobile learning based on mobile terminals, and explains the significance of the research of blended e-learning system. Secondly, e-learning based on PC port and related theory, e-learning systems based on PC port and related technology are outlined; then discusses the theoretical basis for mobile learning and mobile learning briefly describes mobile learning theory, introduces the mobile learning system and related technologies at the same time.Thirdly, combined with instructional design analysis, from the perspective of the learning activity design model, analyzing the general design of the traditional teaching model, independent model of network learning based on PC port and mobile learning activity design model, Web-App blended e-learning mode is proposed. Finally, this paper analyze the blended e-learning system from the three aspects of preliminary analysis of Web-App mode, needs analysis and feasibility analysis, and make the overall design, including architecture design, overall design, function module design, system processes design and database design. According to the design, from the PC port and mobile terminals, separately realized the blended e-learning system, and each functional sub-modules of the system have been designed and developed, and successful implementation of the system at PC port, complete system simulation run at Android platform.
