Citizens’ scientific literacy makes a profound influence on a nation and region’s public policy and administration. Government is endowed with managing citizens’ basic scientific literacy. Mastering of adolescents’ scientific literacy and training and management of adolescents’ scientific literacy would largely determine the success or failure of civic scientific literacy action. In the past, the government used to manage and solve social problems with mandate, in this stage, the government should highlight policy-making and macro management, facilitating the power of social and market, adjusting science education management and implementing planning, organization, coordination and monitoring of juveniles’ scientific literacy. Therefore, the study starts with understanding the current situation of adolescents’ scientific literacy, on the basis of refereeing to scientific literacy questionnaire of domestic and foreign students in elementary, middle and high school, using the Delphi method, making three scientific literacy questionnaires for students in elementary, middle and high school. The scientific attitude scale was confirmed after pre-test questionnaire referring to TIMSS, PISA and other educational institutions’ science attitude scale. I analyze scientific literacy of teenagers in elementary school, junior high and high school in Guangzhou City from three dimensions of scientific attitude, scientific knowledge and technology level and put forward relevant measures to optimize the management of adolescents’ scientific literacy. The main measures are:to increase the policy guidance of adolescents’ training, to strengthen incentives for adolescents’ scientific literacy in the field of public education, to increase adolescents’ Science (Technology) education funding, to establish a sound professional, dedicated science (technical) education professional teaching body and to provide scientific and technological innovation stage in the form of practical activities and cultivate students’ scientific inquiry ability so that promote balanced regional development in the field of science education.
