A Research On Government Function Dislocation Question Of State During University Merger

All along, the researches on the government functions how to position and change are still continuing. Now our country are experiencing the transition period from a planned economic system to a market economic system. In fact, the government is still involved in some spheres of society, especially in the field of higher education which the government functions have not yet have the accurate position and not fully played the role that its should display.As the market economic system of socialist continuously improve and the reform continuously deepen, from the nation's strategic angel of science and education the reform of higher education management needs to be paid more attention to. As a part of the reform the merger of these universities involves many issues. During this process should the government take part in or not? Which kind of range should the government play the role in? How to play the role better for the government? No matter what before the merger, during the merger and after the merger there is some dislocation phenomenon of government functions to some extent during the government management for universities. First the author sums up the performance of the government functions dislocation, and then analyses the possible reasons, and last proposes the specific measures of the reasonable localization about the government functions.The thesis is mainly divided into four parts.The first part introduced the concepts related the government functions, the government function dislocation and the university merger and the theoretical foundation about the government function localization. The second part summarized the concrete manifestations of the government function dislocation which appears in the university merger and analyzed the possible reasons. The third part elaborated the situation of the function locating in the university merger on foreign government (as an example of the United States and Australia), sum up and learned its experience. The fourth part induced the concrete actions of the government function during the university merger.The government must meet the need of the social development and locate its function reasonably on the basis of respecting the law of higher education.
