The purpose of this study is to explore the implementation and problems of educational policies for children of new immigrants in Taiwan ares of China.Research approaches of literature survey,historical method and content analysis,in order to research the origin of the problem and analyse the cause,the theory foundation,the content of policy.And then draws the related conclusion.Response to the increasing of the new immigrants,including Southeast Asia,the Chinese mainland,Hong Kong and Macau areas.To be the one of Taiwan by marriage. With the boring of the children of new immigrants formed a new group.This is a impact of population structure and a challenge to the education.In recent years,refering to foreign experiences,from the perspective of multicultural immigrants and their children will be considered as part of the new multi-ethnic society,the original position as a multi-cultural resources.From the perspective of human resources on the new immigrants and their children for the new labor.Investment in new immigrants and their children’s education is actually the investment of social economic development.From the perspective of social justice theory,as the part of Taiwan are entitled to the social rights and educational resources. The relevant programs to the new immigrants and their children is also the need to maintain social fairness and justice.Based on the priority to the development of education theory,education equalization theory,multicultural education theory,and postcolonial theory and function theory.To enhance the sense of identity,social adaptation and academic success of immigrant children,to promote ethnic harmony,the Ministry of Education and Ministry of the Interior,Immigration Department and other departments have formulated a series of policies,such as ZEP program (Ministry of Education),foreign and mainland spouses to take care of remedial measures(Ministry of Education,Ministry of the Interior),foreign spouses of life counseling,language learning and after-school care for children Implementation Plan(Ministry of Education,Ministry of the Interior)and the like.The main target of these policies are the mainland and foreign spouses of children,teachers,and related administrative staff.The main contents of the policy,roughly summarized as:(1)In order to achieve social justice,the new immigrant children in densely populated areas or school priority in the allocation of education resources;(2)to provide for new immigrant children counseling,parent education,tutoring and remedial programs and other services;(3)to handle the main seminar,multicultural studies,published multicultural teaching materials for teachers;(4)multicultural or international activities are applied by country and city governments.The implement of these policies inspire the develop of education policy of disadvantaged communities in China. Such as the establishment of educational priority areas,emphasis on parenting education,supplementary tutoring,multicultural education supporting measures and civil society.As the same time,we must avoid the some problem,such as the rigid of ZEP,improper allocation of educational resources,the complicate of audit procedures,and the slow appropriation.Based on the findings and conclusions of this study,make recommendations education policy in China.
