Research On Performance Evaluation Of Special Fund Of Discipline Construction In Universities

University is academic institution that formed by Subject Construction. On the one hand, subject construction is the key to highlight a university’s characteristics and connotative development. On the other hand, special funds are important in developing subject constructions. However, there are still many problems when using and managing these special funds. Thus, it is necessary to combine the use and performance of the special funds when evaluating, building, and studying the evaluation system of subject construction in university.This essay introduced some basic principles and concepts of special funds performance evaluation system on subject construction in university. This essay also used AHP(Analytic Hierarchy Process) and based on performance management tools and the characteristics of subject construction in university when studying the system. Firstly, based on the “Talented Person Project”, “Courses and R&D Project”, “Researches and Literatures”, “Enforcement Measures”, “Use of Funds”, and “Social Reputations”, this essay also emphasis on utilizing the studies and analysis to build a subject construction special funds performance evaluation system. The system targeted on universities, and it including four hierarchies, which are the first, second, third and the fourth level. In the past, performance evaluation of special funds only focused on the result instead of the process and sustainable development of subject construction. However, this new system could expand the evaluation structure. The special funds performance evaluation system will be builded from four aspects, which are input, execution, performance, and sustainability. Secondly, It will count input output coefficient to evaluate the performance of special funds,from four aspects, which are special funding budget outside school, special funding budget inside school,the amount of the use of special funds outside school, and the amount of the use of special funds inside school。This essay selected University C as a sample, used the new system to evaluate the performance of special funds on its subject construction. The result of the evaluation in University C demonstrated that the process of establishing the special funds for Materials Science and Engineering subject in “Doctors’ Unit Construction Project” is scientific and reasonable. However, the performance of the subject construction special funds in University C needs to be improved on several aspects, such as “sustainability”, “social reputation”,“structure of graduation school”, and the quality of cultivation on students. Overall, University C performed very well in using the special funds for Materials Science and Engineering subject, but the performance could be improved and enhanced in certain aspects.
