Research On Performance Evaluation For Scientific Research Funds In D University

The development of science and technology is changing rapidly.The forward way to build an innovative country was pointed out in the 19 th National Congress of CPC.Colleges and universities are the combination of the first productive force of science and technology,the first resource of talents and the first power of innovation,and the important force to promote the progress of science and technology in China.In recent years,with the increasing investment in scientific research funds in universities,the problems in the management and performance of scientific research funds have been gradually highlighted.The low efficiencies of performance of scientific research funds have been restricted the development levels and innovation abilities of colleges and universities seriously.In order to further improve the function of scientific research funds,it is necessary to make an objective evaluation of performance of scientific research funds.Based on the utilization of research funds in D University,this paper evaluates the utilization of research funds in D University.The research can be divided into the following parts.(1)Theoretical analysis and method on performance evaluation of scientific research funds in colleges and universitiesThe relevant researches on the evaluation of scientific research funds in colleges and universities from the aspects of scientific research funds management and evaluation of performance for scientific research funds were summarized.The problems existing in the current research were also pointed out.The theories of principal-agent and comprehensive budget management and their applications in the field of scientific research funds in colleges and universities were introduced.The characteristics and applications of the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE)were analyzed.(2)Research on performance evaluation model for scientific research funds in D UniversityThe current situation of research funding in D University from the aspects of examination and approval funds and the utilization of scientific research funds was analyzed.Based on the principal-agent theory and the comprehensive budget management theory,using the AHP and FCE method,combined with the characteristics of performance for scientific research funds in D University,the performance evaluation model for scientific research funds in the whole process of university was established.The questionnaires of evaluation model based on AHP were designed.The questionnaires were issued and retrieved for specific target personnel.Then the relevant weight vectors were calculated.The unquantifiable influence factors in the performance evaluation process for scientific research funds in D University were quantified.This part is the core of the performance evaluation process for scientific research funds.(3)Research on the application of performance evaluation model for scientific research funds in D universityThe questionnaire was designed to evaluate the performance of scientific research funds in colleges and universities.The relevant questionnaire was issued to the relevant personnel of D University.The survey results of the performance evaluation for research funding of D University were given.The level of performance for scientific research funds in D University was measured based on FCE method.The evaluation results of research funding for D University were analyzed.Then the reasonable improvement plan was proposed.The application of the performance evaluation model for scientific research funds in colleges and universities was examined.The direction to improve the performance evaluation level of D University's research funding was pointed out.In this paper,the whole process of research funding was included in the evaluation index model,which increases systematic and scientific nature of evaluation.The reference for evaluating the performance of scientific research funds in colleges and universities was provided.Theoretical research and practical exploration in the management of scientific research funds have been deepened.
