The target of Teacher Training Policy is to improve teachers’abilities, to increase quality of all teachers, and thus to improve the overall quality of education. According to the national "twelfth five-year" plan, Shanghai Education System published the "Shanghai ’Twelfth Five-year’Teachers Training Working Plan" to improve the teachers’ abilities.This study focused on Shanghai’s training policy implementation process and result, teachers’value-added, and paid attention to the affecting factors. After using the method of interview and questionnaires, the article described the situation of Shanghai Teacher Training Policy, the contents and ways of the training, and demand, which this training policy met the requirements of teachers. With the data of statistical correlation analysis, the study got the influenced factors to value-add results. Referring to the "input-process-output" model, it built "value-added model" between policy implementation and teachers’ value-added.Through the study findings, the level of the teaching ability and research ability of Shanghai teachers is uneven. Meanwhile, the enthusiasm of the teachers participation to the training is very high. Shanghai training organizer offers a wide range of training content and training ways, but the training programs have not fully covered teachers’ training needs.After the data statistics, it shows that the teachers’abilities in "Education Spirit", "Professional Knowledge", "Teaching Ability", "Research Ability" and "Overall Quality" have obviously improved. Influence training value-added effect factors include:the enthusiasm of teachers participation, teachers’ personal teaching ability, as well as the comprehensive effect of training content and ways. Meanwhile, the teachers "research ability" and "training time satisfaction" do not directly influence the value-added, but the training time will bother many teachers’ life and work arrangement.Research indicated that the Teachers Training Policy in Shanghai is quite effective. Combining with the factors that influence the training effectiveness, training policy needs further classification for training teachers and it also needs to pay more attention to overall effectiveness between the training content and training ways.
