Since the 18 th National Congress of the COMMUNIST Party of China(CPC),General Secretary Xi Jinping has repeatedly stressed the importance of giving priority to the development of education with high quality,striving to build China into an educational power,continuously deepening educational reform,speeding up educational modernization,and ensuring that education meets the people's satisfaction.In the Outline of the National Medium-and Long-term Plan for Education Reform and Development(2010-2020)in 2010,it is pointed out that "teacher training is an important link to strengthen the construction of the teacher team,and an important guarantee to promote quality-oriented education,promote educational equity and improve educational quality".Teacher training policy as the country(government),the ruling party and other political groups in certain period in order to achieve the objectives and tasks of primary and secondary school teachers training and political action or prescribed by the code of conduct,its itself to teacher training objectives and the realization of the training effect has a great guiding role,the teacher training policies reflects the ruling party and the country to a certain historical period of the teacher training of basic knowledge and requirements,is an important part of the construction of the high quality,innovative teachers.The teacher training policy of Primary and secondary schools in Kaifeng city is mainly designated under the guidance of the national teacher training policy,the "national training" policy,the teacher training policy of Henan Province,and the spirit of the "provincial training" policy.Its main purpose is to improve the quality and level of teacher training work in Kaifeng City.At present,although kaifeng elementary and secondary school teacher training policy has been implemented to some extent,there are still many problems.In order to further promote the development of kaifeng elementary and secondary school teacher training and solve the problems existing in the implementation of the policy,this study was carried out.In this study,literature review,interview and questionnaire survey were used to study the implementation of teacher training policies in primary and secondary schools in Kaifeng city.By analyzing the results of interviews and questionnaire survey,the status quo of teacher training policies in primary and secondary schools in Kaifeng city could be obtained.At present,kaifeng elementary and secondary school teacher training policy implementation has achieved certain results,which are embodied in the continuous improvement of the training system construction,the continuous expansion of training coverage,the continuous enrichment of training policy implementation forms,and the continuous improvement of training policy implementation effects.However,there are also many problems,such as the pertinence and effectiveness of policy contents are not high,the publicity work of policy implementation is not in place,the policy implementation lacks financial and human resources input and the supervision and feedback system of policy implementation is not perfect.The Smith policy implementation process model is used to analyze the causes of existing problems from four aspects,namely,the policy itself,the subject of policy implementation,the target group and the external environment of the policy,and five optimization suggestions are put forward.:The first is to improve the form and content of policy implementation;The second is to raise the importance of the subject of policy implementation to training.The third is to enhance the quality of all kinds of personnel;Fourth,increase financial and human resources support;Fifth,we will improve the incentive mechanism for policy implementation and the supervision and feedback system.
