The Preschool Teachers’ National Training Projects launched in2011. To2014, HebeiProvince has implemented the education policy for three years. With the angle of educationpolicy implementation, the study inspects the Preschool Teachers’ National Training Projectsusing literature method, survey method, comparative method. Based on the related theoreticalanalysis, the text interpretation, the analysis of present situation and the reason analysis ofdeviation, the study put forward the Preschool Teachers’ National Training Projects executionimprovement strategy, for providing the reference of the preschool teachers’ training smoothly,effective implementation of education policies and scientific and rational decision-making ofadministrative department of education.The main part of the paper includes the introduction; first, second, third, fourth, fifthchapter and epilogue, a total of seven parts.The introduction introduces the proposed problem, definition, literature review, researchideas and methods. Based on the analysis of the preschool teachers’ training and relatedtheoretical research in nation and Hebei Province, the paper expounds the theoreticalsignificance and practical significance of the study. On the base of concept definition ofNational Training Plan, Preschool Teachers’ National Training Projects, education policy andimplementation of education policy, the study has a literature review and summary; at thesame time, it also introduces the research ideas and methods, such as documentary,investigation, and comparison.The first chapter analysis the related theory of implementation of education policy,establishing the theoretical basis and analysis framework of the study from three aspects ofanalysis of education policy, implementation of education policies and analyses ofimplementation of education policy.The second chapter introduces the text reading of Preschool Teachers’ National TrainingProjects. Related documents had been issued by Ministry of Education and Ministry ofFinance as well as Education Department and Financial Department of Hebei Province reflect the implementation of the Preschool Teachers’ National Training Projects on gist, object,training program, organization, etc, from the macroscopic.The third chapter introduces the investigation and analysis of present implementationsituation of Preschool Teachers’ National Training Projects, including executive summary ofpresent situation, the basic experience and the implementation process of deviation in HebeiProvince. The implementation of the policy improves the rural preschool teachers’professional level, achieves the expected effect. The basic experience includes: the provincialadministrative department of education is entirely responsible for all, the administrativedepartment of the local education selects the object of education policy implementation,training institutions play an important role in the process of project implementation, teachingexperts pay attention to the combination of teaching content, forms and training characteristic,as well as the object of education policy implementation and the environment of educationpolicy implementation, etc. But there is still a policy implementation deviation, itperformances in lack of communication and coordination between the various educationpolicy implementation subjects, the science of training institution design, unreasonableorganization and management personnel, relatively one-sided training project monitoring,serious problems of the hardware facilities, etc.The fourth chapter introduces the analysis of the causes of deviation of implementationof Preschool Teachers’ National Training Projects, including education policy itself, thesubjects of education policy implementation, the interaction of education policyimplementation between subjects and objects, the resources and the environmental conditionsof implementation of the education policy, etc.The fifth chapter introduces the strategies of the implementation of Preschool Teachers’National Training Projects, including five aspects. First, we should strengthen thecommunication and coordination between subjects of implementation of Preschool Teachers’National Training Projects, namely, establishing "quartet" dialogue platform and attachinggreat importance to the education policy of propaganda. Secondly, the scheme of thepreschool teachers’ training projects should be designed earnestly, namely, reforming oftraining curriculum structure, enhancing the participation teachers’ practical ability and paying attention to the systemic design of training scheme. Thirdly, we should optimize the structureof institutions for training professionals. Fourthly, the control of implementation of PreschoolTeachers’ National Training Projects should be strengthened, namely, the mid-termexamination strengthened by Ministry of Education and Ministry of Finance, trainingmonitoring and evaluation strengthened by Provincial Education Department and FinancialDepartment continuously, training work cooperated with the local bureau of education fully.Fifthly, security level of implementation of Preschool Teachers’ National Training Projectsshould be promoted.Conclusion introduces the core idea of the study, limitations of research methods andtheoretical analysis and suggestions for future research.
