With the continuous improvement of the China’s reform and opening up, the field of education in China is in constant development and growth. What’s more, private education is developing under the support of the government, and gradually shows its importance. In recent years, with the introduction of "the Promotion Law", "the Promotion Law Implementing Regulations" promulgated and implemented as well as the local regulations promulgated policies in Shenyang city. The great development of Shenyang private education is the basic legal protection. At the same time, it avoids vicious competition in the private school and blind expansion. However, it is undeniable that the introduction of relevant policies on private education though it generally ensures the healthy development of the private school, it should not be overlooked it currently still exists a lot of institutional discrimination in private school of public education policy. These policies expand differences between the public education and private education and strengthen the value orientation of the weakening of the government. Fundamentally they affect and restrict the development of private schools It is not conducive to the realization of harmonious society and private education steadily. We can say that the development of private education is restricted to varying degrees.The full text is divided into five parts:The first part:Introduction. Elaborate the reasons of the research background, purpose and significance, the research status at home and abroad as well as research methods. The second part: The factor that restricts the sustainable development of private education. Elaborate contents from three aspects—the government, society and schools. The third part: The status and problems of the development of private education in Shenyang city. In the analysis of the present situation of problems at the same time, it will focus on the research on the causes of the problem. The fourth part: The effective use of foreign private schools and other domestic provinces and cities in the development of private education. The fifth part: The rational suggestions on how to promote the development of private education in Shenyang city put forward.This paper aims to "actively encourage, greatly support, correct guidance, and strengthen management"—Sixteen Words’Guideline to promote the sustainable development of private education as the guiding ideology and the ultimate goal of Chinese private education policy formulation. Do research deeply on the sustainable development of private education in Shenyang and hope that through this topic research, we can be more objective, impartial evaluation for the development of private education in Shenyang in addition to provide more scientific reference for improving relevant policies.
