Compulsory education is the responsibility of a government.Through making laws,China emphasizes that local governments should be responsible for developing compulsory education.At the stage of compulsory education,government-owned schools have been playing a leading role.However,with the development of social reform and the establishment of the socialist market economy,China's school-running system develops in various ways,especially after promulgating Outlines about China's Educational Reform and Development,a group of non-government funded compulsory schools were born and grew up.Thus,the history of governments running schools in China has changed.A new setup of school running combining government-owned schools with non-government funded ones has gradually formed.Meanwhile,facing the problem of all migrant children and lacking educational resources,the rise of non-government funded schools enlarges the strength of schools running system and provides more educational chances to school-aged children,making great contribution to achieving balanced development of the compulsory education.Therefore,based on field survey on three non-government funded compulsory schools in Mengzi,Honghe Hani and Yi Nationalities Autonomous State,Yunnan province,and using the strategic management theories to assess their strategic environment,the author spent more than three months on investigation,intending to find out the problems of non-government funded schools' development,analyze its causes and present the strategies.Based on field survey,the author does some research from the macro environment,the inner environment and the industry environment.With the aid of PEST and Porter's Five Forces Model,the thesis analyses the external and inner causes of developing non-government funded compulsory schools in the frontier minority regions and the influences of the social environment on their development.Under realistic conditions,there are some factors promoting and constraining the development of non-government funded compulsory schools in the frontier minority regions.Thus,non-government funded compulsory schools in the frontier minority regions should consider their own characters,analyse their own advantages and disadvantages as well as external conditions,and determine the proper strategies to develop.Only in this way will they stand out in the fierce competition.Therefore,the thesis put forward some advice and strategies on promoting the development of non-government funded compulsory schools in the frontier minority regions.First,we should define what the educational market needs in the frontier minority regions.Second,implement differentiation strategies.Third,implement diversification strategies.Finally,be devoted to self-management and implement brand-construction strategy.
