The current education in our country is in the new stage of development. The deep contradiction in growing within education and the education reform has been in the deep-water area. The report of the 18th CPC National Congress says that our country should deepen the comprehensive reform of education and has made new deployment for education reform. The Decision on Major Issues Concerning Comprehensively Deepening Reforms adopted at the close of the Third Plenary Session of the 18th CPC Central Committee has enacted specific measures in view of the education comprehensive reform.As to the current 3-level of’central-provincial-local’education administration system of our country, it is too difficult to response to the social public’s diversification education needs in a timely and effective manner if the education administration level is too high. And it’s also too difficult to effectively allocate the key education elements such as human resources, financial resources as a whole within a region if its’ education administration level is too low. The National Institute of Education Sciences built different distinctive education comprehensive reform experimental areas with several districts, including Jinzhou New District of Dalian city. Five years of practice has proved that the education comprehensive reform experiment has played a significant role in regional education quality improvement in Jinzhou New District. Education development of Jinzhou New District gradually forms the special pattern of’Pluralistic, Open & International Convergence’ and becomes the typical representative model of education comprehensive reform at the’ district/county’ education administration level.This study selects the education comprehensive reform experiments of Jinzhou New District of Dalian city as the case, and systematically explores its construction of comprehensive reform model, ideals, strategic goals, operation mechanism, concrete practice, achievements, experience and promotion value etc. The study aims to provide some reference to other’districts/counties’ on education comprehensive reform.
