Education is all important to the national economy and the people's livelihood.The 13 th Five-year Plan points out that we should actively promote the balanced development of compulsory education and thoroughly improve the quality of teaching,emphasizing the quality-oriented outlook on the development of education.Nowadays,much more attention is paid on the moral education of junior middle school,and moral teachers,who play the major roles in improving and developing middle school moral work,to a large degree,decide students' moral level and affect middle school's healthy and harmonious development.Thus,it is crucial to establish a high-qualified moral teacher group with noble ethics,reasonable structure and expertise skills.Jinzhou new district is located in the northeast of the city of Dalian,the in education and teaching has been are education to give priority to the development of as a policy oriented development in this area,attention to the quality of education,is the balanced development of education and make unremitting efforts.Since the 12 th Five-year Plan,Jinzhou New Zone definitely adhere to the priority development of education as the policy guidance,to promote education equality and improve teaching quality as theme,to strengthen high equilibrium of education as the starting point,to seek education connotation and characteristic development as mainline,to take cultural cultivation,innovation seeking and research supervising as motivation.Jinzhou New Zone further deepens reform and creation and positively explores and constructs regional teacher's high-level development,has attained remarkable achievements.However,the development of education is not usually balanced,especially the problems existing in the construction of junior middle school teachers,restrict Jinzhou teachers' overall improvement.Therefore,research on moral teachers' current situation in Jinzhou New Zone has theoretical and practical significance.This article mainly focuses on the moral teachers of middle school in Jinzhou New Zone.It is into five parts altogether,introduction is placed in the front of textbody which briefly states topic basis,research outline and study approaches.First part is the survey on the current situation of middle school moral teachers in Jinzhou New Zone.Second part chiefly analyses the existing issues such as urgent need of perfecting the structure of subject teachers,the deficiency of teacher research capability and out-off balance between education training and demand.Thirdly,severe absence of research ability and enthusiasm results in a relative negative attitude on science research.Fourth period is about the resolutions and advice corresponding to the issues occurring in current teachers' group.Last but not the least is the ending part which summarizes the whole article and points out the defects of the text as well as indicates the direction where we are going to working for.
