Compulsory education is the most important thing of education work, children and adolescents have the right to receive it according to laws. In 1986, the Law of Compulsory Education has been issued. Through the development of nearly 30 years, the nine-year compulsory education had covered over 99.7% in china. However, the infrastructure constructions, financial investments are significantly different in our country due to the various level of economics development .Therefore, There are obvious disparities between province and interprovincial, compulsory education presents non-equalized tendency, especially in the backward western regions. The national mid and long -term reform and development plan (2010-2012) clearly states that we should comprehensively improved education quality for all school-age children to receive compulsory education, and then achieved the balanced development. At the current stage, solving the balanced allocation of education resources is the primary task.In this study, we analysis about the current situation of the educational resources from aspects of educational opportunity, financial investment, infrastructure construction and teachers construction. The current problems and its causes are pointed out through different knowledge, such as administration, institutional economics, education and so on. We put forward corrective suggestions for balancing resources allocation basing on absorbing the experience of foreign countries.
